Politik gerçeklik ABD Başkanı George W. Bush'un
demokrasiyi Orta Doğu'ya yayma şeklinde özetlenebilecek o
büyük vizyonu ile çatışıyor.
Hamas'ın geçen hafta yapılan Filistin genel seçimlerinde
kazandığı ezici üstünlük, demokratik sistemlerin temel
ayaklarından biri olan özgür ve açık seçimlerin ABD'nin
çıkarlarıyla çelişebilecek sonuçlar doğurabileceğinin en
dramatik kanıtı oldu.
Son aylarda demokratik seçimler Irak'ta Şiilerin,
Mısır'da da Müslüman Kardeşler'in gücüne güç katarken
seçmenler Bush'un beklentilerinin aksine İslamcı köktencileri
işbaşına getiriyorlar.
11 Eylül sonrası dönemde Bush demokrasiyi aşırılık
yanlısı ideolojilerin ortadan kaldırılması da dahil olmak
üzere Orta Doğu'nun sorunlarına uzun erimli bir çözüm olarak
sunmuş ve savunmuştu.
Ne var ki Hamas'ın iktidardaki El Fetih'e galip gelerek
seçimleri kazanmasıyla birlikte Filistinliler bundan böyle
ABD'nin ve Avrupa Birliği'nin terörist örgüt olarak
gördükleri ve kendini İsrail'in yok edilmesine adamış bir
örgüt tarafından yönetilecek.
American Enterprise Institute'ten Reuel Marc Gerecht,
"Hamas'ın iktidara gelmesiyle bu, oldukça zorlu, çirkin bir
süreç olacak. Bununla birlikte Hamas'ın seçimlere girmesine
izin verilmeyebilirdi gibi bir yaklaşım naiflikten başka
birşey değildir" diyor.
Meseleye eleştirel yaklaşan gruplar Bush yönetiminin
politikasını yeniden şekillendirmesi gerektiği görüşünde.
Ancak yönetimin böyle bir değişikliğe gideceğine
ilişkin hiçbir işaret mevcut değil. Zira Beyaz Saray Sözcüsü
Scott McClellan da dünkü açıklamasında, Bush'un demokratik
seçimleri, bunlardan çıkan sonuç ne olursa olsun desteklemeye
devam edeceğini söyledi.
McClellan, "Seçimler sürecin başlangıcıdır, sürecin sonu
değil. Demokrasi barış getirir. Demokrasi hevesli, uyumlu
hükümet getirir" dedi.
Dışişleri Bakanı Condoleezza Rice ise yönetimin Hamas'ın
seçimlerden güçlü bir sonuçla çıkması karşısında "hazırlıksız yakalandığını" kabul etti ve Filistinlilerin liderlerine
karşı duyduğu memnuniyetsizliği hükümetinin neden yanlış bir
şekilde okuduğunun analiz edilmesi emrini verdiğini söyledi.
Dış İlişkiler Konseyi'nden Steven Cook, İslamcı
örgütlerin 1990'lardaki Cezayir seçimlerinden bu yana Arap
dünyasında güç kazandıklarını ve gayet iyi örgütlenmiş ve
mali açıdan kuvvetli, fakir Filistinlilere sağlık ve diğer
sosyal hizmetleri sağlayan Hamas'ın kazanmasının sürpriz
olmadığını belirtti.
Cook, "Serbest ve adil seçimlerde hiçbir siyasi parti
bu İslamcı grupların örgütlenme gücü ile boy ölçüşemez" dedi.
Eski Clinton yönetimi yetkilisi P.J. Crowley ise mevcut
ABD yönetiminin Yaser Arafat'ın iktidardan dışlanmasının ve
ölümünün ardından Filistinlilere yeni alternatifler
yaratmakta yardımcı olmadığını belirtti.
ABD yetkilileri, şiddetten vazgeçmedikçe ve İsrail'i
tanımadıkça Hamas'ı tecrit edecekleri ve Filistinlilere
verilen yardımı kesecekleri yönünüde açıklmalarda bulundular.
Ancak Stratejik ve Uluslararası Araştırmalar Merkezi
Orta Doğu programı direktörü Jon Alterman, Hamas'ı defterden
silmenin grubu zamanından evvel kucaklamakla aynı etkiye
neden olacağını savunuyor.
Alterman, "Bu, barışı reddedenlerin saflarını
sıkılaştırmalarına ve Filistin siyasi sahnesinin daha derin
bir çıkmaza sürüklenmesine neden olur. Washington ve
müttefiklerinin üstünden gelmesi gereken zorluk Hamas'ın
'açık siyesetin kurallarına' uymasını sağlamak için gerekli
cezaların ve teşviklerin bulunmasıdır" diyor.
