Is There any Hope for a Peaceful Transition in Syria?: Turkey-Russia-Iran Initiative for Syria

Spread to Syria on March 15, 2011, public demonstrations are about to reach their anniversary. The violence in the country is going on in the country incrementally and the development of the process is not fostering optimistic expectations for the stability in the country. In the first period of the public demonstrations, big masses were making demonstrations spontaneously, without a leader or organization, and most importantly, by not using violence as a means in showing their disapproval of the Assad regime. However, public demonstrations in Syria gained a new dimension and the opposition started to demonstrate armed resistance. This resistance, while it used to be uncoordinated and fragmented, is getting more organized day by day. The military opposition operating with fragmentations but collectively in emotions and sentiments under the umbrella of Free Syrian Army is getting more and more powerful. There are two main signs of empowerment. The first of them is the enhancement in the capacity of attacks. In Syria, not only the civil population is dying any more. Each day, in Syrian Official New Agency SANA, there is news on funerals of Syrian soldiers. Moreover, there are attacks as organized and coordinated as the ones that can be arranged by professional soldiers to the Syrian security bases. The attack made to the Air Forces Intelligence located Harasta suburb in Damascus can be cited as an example. The second data that reveals that the Free Syrian Army is getting empowered is the increase in the quantity and quality of its members. Brigadier Mustafa Ahmed al-Sheikh in charge of the intelligence of the northern side of the Syrian Army fled from the army and sought shelter in Turkey and he declared that he joined the Free Syrian Army. Al-Sheikh is the highest-level officer that passed to the military opposition. Al-Sheikh, in the statement that he gave, indicated that the number of the soldiers within the Free Syrian Army reached to 20-25 thousand. Although this number seems exaggerated, Riad Assad had stated that the number was between 10-15 thousand before. Therefore, one can observe an increase in the quality and quantity. The involvement of high-level officers into the Syrian army is of great importance, as they know the structure and the fighting techniques of the Syrian army. Hence, they could be more effective in developing new counter techniques. In his speech, al-Sheikh expressed that “if they get 20 thousand people ready by dividing them into groups of 6 or 7 for a guerilla war, they can destroy the Syrian army in one or one and a half years”. What is more, as he was in charge of intelligence in the Northern part, he could share information that could put the regime into a problem.

Apart from the armed dimension the demonstrations in Syria gained, international and regional pressure is also increasing with each passing day. The US and EU are waiting for the Arab Union process to result. At this point, the aim is to exhaust the Arab Union option and reach a consensus over Syria. Probably, the studies of the Arab Union observer delegation will not be fruitful and the Arab countries will not take a step back in their decision to apply sanctions.

The Syrian administration is striving to gain some time during this process. Here, it can be said to target two things. Firstly, during the time that it will gain, it will try to establish legitimacy, that it does not have, through the exertion of power. In 1950s, 1960s, 1970s and lastly in 1980s, Hama and Humus-based insurgencies had been surpassed in the same way. The administration thinks that it could surpass the demonstrations over time by using force by showing the reflexes in the past. Having some further time serves for a second aim for the administration. Apart from the ones that support the regime in Syria totally, there is a side that is not very happy with administration, yet thinks worse about the other alternatives. The main reasoning of the idea of these groups is based on concerns that a situation might occur like in Iraq and Libya, the process may end up with occupation and the West that is not favored at all would settle in their countries. The idea that the instability would evolve into a civil war paves the way for these sides to move to the administration side. In this context, it is possible to argue that the regime succeeded for itself. Currently, the demonstrations are confined to the provinces where the Sunni Arab population constitutes the majority like Humus, Hama, Dara and Idlib. The demonstrations do not turn into a countrywide phenomenon. The Kurds that had insurgent movements in the beginning have not involved in demonstrations in the recent period. In the South, the Druzes did not go to the opposition camp, except for small incidents. The support of the Christians is going on. Therefore, the regime limited the revolts to certain regions, social groups and political movements. With the limitation of the revolts to Sunni Arab regions and political Islamist groups, one prevents the enlargement of the opposition and the spread of the revolts to the whole country. Considering this, it is possible to argue that the lifetime of the regime will not be short and it may take 2 years as Brigadier al-Sheikh indicates.

When one looks at this picture and makes an evaluation from the perspective of Turkey, it is possible to assert that the process holds vital risks. As a matter of fact, the main expectation of Turkey from Syria is “stability” and “democracy” for a permanent stability. However, instability is observed to go on for a while incrementally. The more problematic situation is the possibility of generation of a worse case due to a regime change. The problem from the perspective of Turkey is the realization of its two main expectations from Syria, namely, “stability and democracy”. Turkey, starting from the inception of the demonstrations in Syria, has been striving hard for a peaceful transition; however, after some time, with the despondency on the Syrian administration, it started to implement pressure and isolation policies. At this point, one can ask this question from the perspective of Turkey: “Is there still any hope for a peaceful transition in Syria?” because a drastic collapse of the regime, all the possibilities such as external intervention incorporate new risks from new Syria for security, politics and economy of Turkey.

Before anything else, a change in Syria is inevitable. Turkey’s standing against this change movement is not a convenient option in terms of realpolitik nor is it legitimate. Therefore, what is argued in this paper is not to remain opposed to the change, but to develop a recommendation on how to execute this change because new dynamics that may emerge with a sudden regime change in Syria might not produce a democratic political structure. The main foundation of this approach is the picture depicted by the historical experiences in the Middle East and the central authority revealing that the state apparatus is weak. These are Lebanon in which the central authority is weak historically and Iraq that collapsed with all its state institutions after US intervention and that has a weak central authority. These examples are quite striking in terms of demonstrating the possibilities of the cases that may emerge in case the regime in Syria collapses suddenly.

The political and social outcomes of the abovementioned examples can be categorized under 5 sections. The first outcome is “ethnic-denominational struggles and civil war”. One can cite the struggles between Shiite-Sunni and Arab-Kurd communities in Iraq after 2003 as an example. When we look at Lebanon, one can use the struggles between the Muslims and the Christians since the very beginning of establishment, and the civil war between different religious groups starting from 1975 till 1990 as examples. The highest possibility in Syria is the probable struggle to occur between the Sunni and Arab Alawi communities between which there exists historical distrust. Another possibility is the Arab-Kurd struggles as revealed by 2004 Qamisli incident.

The second outcome is political instability and emergence of weak governments. Looking from the perspective of political instability, the election periods in Iraq after 2003 are quite problematic and even if the election is finalized, the establishment of a government may take a lot of time. Similarly, in Lebanon, governments are established very difficultly and their lifespan may be quite short. Thus, political processes in Syria may have similarities with the aforementioned countries.

The third outcome is external intervention and being prone to influences. Lebanon since its independence and Iraq since 2003 has become the playing field for regional and other powers. As there is no powerful central authority, each social group or political group are in search for foreign actors to gain support in a way to enhance their position in the country. In other words, the vacuum in the center is filled by external powers. Sudden collapse of the regime in Syria may result in similar situations.

The fourth outcome is the emergence of federalism and failure in protecting territorial and political unity. As to federalism, Iraq in post-intervention provides a really striking example. The Iraqi Kurds legalized the de facto autonomy they gained after 1991 following the 2003 intervention. Federal regional demands were not confined to the North, some of the provinces in the South and Centre still ask for establishing their own regions. Iraq has become a federal country officially, and with the withdrawal of the US soldiers, one can observe the possibility of the risk that one would not protect the territorial integration and the disintegration would appear on the agenda. One should indicate that the federal structure in Syria has a historical background and there is an appropriate social structure in line with this political structure. Syria, during the mandate of France, was fragmented into Damascus Government, Aleppo Government, Arab Alawi Government and Druze Government. Today, the collapse of the central authority may pave the way for the actions of centrifugal powers. Local politics and authorities may gain power. It is possible that Arab Alawis, Druzes and the Kurds may become prominent to establish regions in the “New Syria”.

Last but not least, beside state authority non-state armed forces or terrorist organizations may find safe havens within the aforementioned countries. From this regard, when we look at Lebanon, we can see Hezbollah as more powerful than the national army. When we look at Iraq, it is seen that even though they are legal, while the Kurds have peshmarga forces, the Shiite have armed militia that are independent from state. Apart from these, terrorist organizations can find safe fields from themselves as well. To illustrate, after 2003, al-Qaida in Iraq and PKK terrorist organization in Northern Iraq have found safe havens for them. The sudden collapse of the national army and security forces in Syria like the one in Ba’ath in Iraq will result in armament of all groups for self-defense. In Syria, current armed institutions will be seeking ways for maintaining their positions through illegitimate ways. Other ethnic and denominational groups that are striving for maintaining their safety will want to establish armed militia forces as well. The statement of the PKK leader Murat Karayilan to the Syrian Kurds that “develop your core defense and get armed” can be thought within this context. The chaotic environment in Syria may lead to the establishment of new fighting fields for the Salafi groups and PKK. The foundation of this foresight is that the Salafi groups have a foundation, albeit not a very strong one, in Syria and PKK is quite effective among the Syrian Kurds.

This negative picture carries risks for Turkey because expecting stability and democracy in Syria, Turkey may face a Syria that has security problems, has a hard time in providing stability, has a risk of being fragmented, serves a place for terrorist organizations, has the longest border with Turkey and becomes a place where lots of countries try to implement their own interests. Turkey, so as to provide stability in “New Syria” will work further and spend lots of efforts as it is now doing for Iraq and Lebanon. Political instability, weak state will ruin the security environment and the wave of violence may affect the border regions of Turkey as well. The lack of security will bring about economic risks as well and more importantly, social, political and economic integration process will not be realized.

However, on the other hand, the revolts in Syria reached to such a level that the collapse of the Assad regime will become a source of instability in the country as much as it does if the administration goes on. Therefore, it is evident that the status quo is not sustainable in Syria. The most preferred way from the perspective of Turkey is “peaceful transformation to democracy”. Its somehow realization will minimize the risks created by the sudden collapse of the regime and the survival of the regime without any changes. However, this possibility is getting more and more difficult with the nonnegotiable attitude of the Syrian administration. Indeed, the decision makers in Turkish foreign policy had strived hard to realize this from the very beginning; however, it did not succeed owing to Syria’s not taking a step back.

However, there is one last option to be exhausted before one moves to pressuring and isolationist policies. Turkish Minister of Foreign Affairs Ahmet Davutoglu, in the statement he made in television channel, indicated that “there is hope, albeit very little, for a peaceful transformation”. A peaceful transformation in Syria is possible only through a realization of a transformation package implemented and led by the Assad administration. At this point, the communication channels between Turkey and Syria are closed to a great extent. Even if the communication is provided, it is not possible for Syria to take the statements of Turkey into consideration from now on. As of this moment, there is only two actors left that could make a change in the policies of the Syrian administration. They are Russia and Iran. The Syrian regime is aware of the fact that without the support of these two countries, it would not survive. Russia’s continuing in providing arm support, revealing its deterrence by sending war ships to Tartus Harbor and giving veto on the decisions regarding Syria in the United Nations Security Council are of great importance for the Assad administration. Besides, Iran, as well, demonstrated that it was in the side of the Syrian administration totally and supporting the suppression of the incidents through the use of force. In Iraq and Lebanon, Iranians give the signs that they will use all their advantages in favour of Syria in the region. All this support is of vital significance for the Assad administration. Therefore, taking satisfactory steps from the side of the administration regarding a change can only be provided with Russian and Iranian pressure. Neither Russia nor Iran want instability in Syria to result in a case like in Libya in which one ended up with international intervention. In the environment where it was understood that the current situation is not sustainable, the most convenient option is to develop a new regional initiative from the perspective of Turkey, Russia and Iran. In the initiative of Turkey, Russia and Iran, one will exclude the approaches wishing to destroy the regime by using all kinds of military interventions of the USA and EU. On the other hand, one will admit that Syria’s nonnegotiable position is not sustainable. Under the control of the Syrian administration, in the political field, one will create spaces for the real opposition. The Assad administration will be leading a change that will satisfy the opposition beyond taking showpiece steps. Turkey will be attempting to persuade the Syrian opposition during that process. The biggest risk in this initiative is that Syrian political opposition does not have a real power over the insurgent Syrians. Therefore, it is suspicious how different position the Syrians wanting the regime to change totally and making demonstrations on the streets every day would be compelled to take.

Even if this process fails, it will provide benefits from a few perspectives. In the position of Russia and Iran regarding Syria, there will be changes before the initiative. By removing the unconditional support, “total consensus” that Turkey wishes to observe can be reached. Apart from that, negative impacts created due to the Syria matter on Turkey-Russia and Turkey-Iran relations can be minimized.

Suriye’de Barışçıl Geçiş İçin Umut Var mı?: Suriye İçin Türkiye-Rusya-İran Girişimi

15 Mart 2011 tarihinde Suriye’ye sıçrayan halk ayaklanması neredeyse birinci yılını doldurmak üzeredir. Ülkede şiddet her geçen gün artarak devam etmekte ve sürecin gelişimi ülkede istikrarın sağlanması açısından umut vaat etmemektedir. Halk ayaklanmasının ilk aşamasında geniş halk kitleleri tamamen spontane, örgütsüz, lidersiz ve en önemlisi şiddeti bir araç olarak kullanmayan yöntemlerle Esad yönetimine tepkisini ortaya koyuyordu. Ancak zaman içinde Suriye’de halk ayaklanması yeni bir boyut kazandı ve muhalefet silahlı direniş göstermeye başladı. Bu direniş başta dağınık ve koordineli değilken her geçen gün daha organize bir hal almaktadır. Özgür Suriye Ordusu adı altında birbirinden kopuk ancak duygusal ve düşünsel birliktelik içinde hareket eden askeri muhalefet güçlenmektedir. Güçlenmenin iki temel işareti vardır. Birincisi eylem kapasitelerindeki artıştır. Suriye’de artık sadece sivil halk ölmemektedir. Her gün Suriye Resmi Haber Ajansı SANA’da ölen Suriye askerlerinin cenaze törenlerine ilişkin haberler yer almaktadır. Ayrıca Suriye güvenlik birimleri üslerine profesyonel askerlerin düzenleyebileceği boyutta saldırılar yapılmaktadır. Şam’ın Harasta banliyösünde bulunan Hava Kuvvetleri İstihbaratı’na düzenlenen saldırı örnek olarak verilebilir. Özgür Suriye Ordusu’nun güçlendiğini gösteren ikinci veri ise sahip olduğu üyelerin hem sayısında hem de niteliğinde yaşanan artıştır. Geçen hafta içinde Suriye Ordusu’nun kuzey bölgesinin istihbaratından sorumlu Tuğgeneral Mustafa Ahmed El-Şeyh ordudan kaçarak Türkiye’ye sığınmış ve Özgür Suriye Ordusu’na katıldığını açıklamıştır. El-Şeyh, askeri muhalefete geçen şu ana kadar en üst rütbeli subaydır. El-Şeyh yaptığı açıklamada Özgür Suriye Ordusu’na mensup askerlerin sayısının 20-25 bine ulaştığını ifade etmiştir. Her ne kadar bu rakam biraz abartılı gözükse de daha önce Riyad Esad sayının 10-15 bin arasında olduğunu ifade etmişti. Dolayısıyla sayı ve nitelikte bir artış gözükmektedir. Üst rütbeli subayların katılımı Suriye ordunun yapısı ve mücadele tekniklerini daha iyi bilmelerinden dolayı önemlidir. Böylece karşı teknikler geliştirme konusunda etkili olabilirler. El-Şeyh de yaptığı açıklamada “20 bin kişiyi altı ya da yedişer kişilik gruplara ayırarak gerilla savaşına hazır hale getirebilirlerse Suriye Ordusu’nun bir ila bir buçuk yıl içinde çökertileceğini” belirtmiştir. Ayrıca Kuzey bölgesinin istihbaratından sorumlu olması nedeniyle rejimi sıkıntıya sokacak bilgileri de paylaşabilir.

Suriye’de ayaklanmanın kazandığı silahlı boyutun yanı sıra uluslararası ve bölgesel baskı da her geçen gün artmaktadır. Son bir aylık süre içinde ABD ve AB, Arap Birliği sürecinin sonuçlanmasını beklemektedir. Burada amaç Arap Birliği girişimi seçeneğinin tüketilmesi ve Suriye konusunda tam bir mutabakat sağlanmasıdır. Muhtemelen Arap Birliği gözlemci heyetinin çalışmaları sonuç üretmeyecek ve Arap ülkeleri yaptırım uygulama kararından geri adım atmayacaktır.

Suriye yönetimi bu süreçte zaman kazanma çabası içindedir. Burada iki amaç güttüğü düşünülebilir. Birincisi, kazanılan zaman zarfında sahip olmadığı toplumsal meşruiyeti güç yolu ile tesis etmeye çalışmaktadır. 1950, 1960, 1970 ve en son 1980’li yıllarda da daha çok Hama ve Humus merkezli ayaklanmalar aynı yöntemlerle bastırılmıştı. Yönetim geçmişteki refleksleri göstererek kazanılan zaman içinde ayaklanmayı güç yolu ile bastıracağını düşünmektedir. Zaman kazanılması yönetim açısından ikinci bir amaca da hizmet etmektedir. Suriye’de rejimi sonuna kadar destekleyenlerin yanı sıra yönetimden memnun olmasa da alternatifinin daha kötü olacağı düşüncesi ile destek veren kesimler bulunmaktadır. Bu grupların düşüncesinin temel mantığı, Irak ve Libya benzeri bir durumun ortaya çıkacağı, sürecin işgale gidebileceği ve hiç sevmediği Batı’nın ülkelerine yerleşeceği gibi kaygılara dayanmaktadır. İstikrarsızlığın iç savaşa doğru evrilmesi söz konusu kesimlerin zamanla yönetim safına geçmelerine neden olmaktadır. Bu anlamda rejimin kendisi adına başarı sağladığını söylemek mümkündür. Şu anda Suriye’de olaylar Humus, Hama, Dara, Idlib gibi Sünni Arap çoğunluğa sahip vilayetler ile sınırlanmıştır. Olaylar ülke geneline yayılamamaktadır. Başlangıçta kuzeyde ayaklanan Kürtler son aylarda olaylara katılmamaktadır. Güneyde Dürziler çok küçük olayların dışında muhalif kampa geçmemiştir. Hıristiyanların desteği sürmektedir. Dolayısıyla rejim ayaklanmayı belli bölgeler, toplumsal kesimler ve siyasal hareketler ile sınırlandırmıştır. Ayaklanmanın Sünni Arap bölgeler ve siyasal İslamcı kesimlerle sınırlandırılması ile geniş tabanlı muhalefetin önü alınmakta ve ayaklanmanın ülke geneline yayılması engellenmektedir. Buradan yola çıkarak rejimin yaşam süresinin çok da kısa olmayacağını ve firar eden Tuğgeneral El-Şeyh’in de ifade ettiği gibi 2 yıla yayılan bir süre alabileceğini söylemek mümkündür.

Bu fotoğrafa bakarak Türkiye açısından bir değerlendirme yapıldığında sürecin büyük riskler taşıdığını söylemek mümkündür. Zira Türkiye’nin Suriye’den temel beklentisi “istikrar” ve kalıcı istikrar için de “demokrasi”dir. Ancak istikrarsızlığın belli bir süre daha artarak devam edeceği görülmektedir. Daha sıkıntılı olan ise rejim değişikliğinin mevcut durumdan daha kötüsünü üretmesi olasılığıdır. Türkiye açısından sorun, iki temel beklentisi olan “istikrar ve demokrasinin” nasıl bir arada sağlanacağıdır. Türkiye, Suriye’de olaylar başladığından bu yana barışçıl geçiş için çaba sarf etmiş ancak belli bir noktada Suriye yönetiminden umutların kesilmesi ile baskı ve izolasyon politikasına geçmiştir. Burada Türkiye açısından şu soru sorulabilir: “Suriye’de barışçıl geçiş halen bir umut var mıdır?” Zira rejimin ani çöküşü, dış müdahale gibi bütün olasılıklar yeni Suriye’nin Türkiye’nin güvenlik, siyasi ve ekonomik çıkarları açısından büyük riskler barındırmaktadır.

Her şeyden önce Suriye’de değişim kaçınılmazdır. Türkiye’nin bu değişim hareketinin karşısında durması ne reel politik açıdan uygun bir seçenektir ne de meşrudur. Dolayısıyla bu yazıda savunulan değişimin önünde durulması değil, değişimin nasıl yönetileceğine ilişkin bir öneri geliştirmektedir. Zira Suriye’de ani bir rejim değişikliği yaşanması ile ortaya çıkacak yeni dinamikler demokratik bir siyasal yapı üretmeyebilir. Bu yaklaşımın temel dayanağı Ortadoğu’da tarihsel olarak ya da son yıllarda merkezi otoritenin, devlet aygıtının zayıf olduğu iki örneğin sunduğu tablodur. Bunlar merkezi otoritenin tarihsel olarak zayıf olduğu Lübnan ve 2003 ABD işgali sonrası devletin tüm kurumları ile çöktüğü ve zayıf bir merkezi otoriteye sahip olan Irak’tır. Bu örnekler Suriye’de rejimin ani olarak yıkılması durumunda yaşanabilecekleri öngörmek açısından çarpıcıdır.

Bahsedilen örneklerin ortaya çıkardığı siyasal ve toplumsal sonuçları beş ana başlıkta sınıflandırabiliriz. Birinci sonuç “etnik-mezhepsel çatışmalar ve iç savaş”tır. Buna Irak’ta 2003 sonrasındaki Şii-Sünni ve Arap-Kürt çatışmaları örnek verilebilir. Lübnan’a baktığımızda da kuruluşundan itibaren Müslümanlar ve Hıristiyanlar, sonrasında Şiiler ve Sünniler arasında yaşanan çatışmalar, 1975 yılında başlayarak 1990 yılına kadar devam eden farklı dinsel gruplar arası iç savaş örnek olarak verilebilir. Suriye’de en büyük olasılık ise tarihsel olarak karşılıklı güvensizliğin bulunduğu Sünni ve Arap Alevi toplumları arasında yaşanması muhtemel çatışmadır. Bir diğer olasılık 2004 Kamışlı olaylarının gösterdiği gibi Arap-Kürt çatışmasıdır.

İkinci sonuç, siyasal istikrarsızlık ve zayıf hükümetlerin ortaya çıkışıdır. Siyasal istikrarsızlık açısından bakıldığında Irak’ta 2003 sonrasında gerçekleştirilen seçim süreçleri son derece sıkıntılı geçmekte ve bir şekilde seçim süreci atlatılsa da hükümet kurma aşaması uzun süreler alabilmektedir. Aynı şekilde Lübnan’da da hükümetler hem zor kurulmakta hem de yaşam süresi kısa olabilmektedir. Dolayısı ile Suriye’de de siyasal süreçler söz konusu ülkelere benzerlik taşıyabilir.

Üçüncü sonuç dış müdahale ve etkilere açık hale gelmektir. Lübnan bağımsızlığını kazandığından, Irak ise 2003’ten bu yana bölgesel ve bölge dışı güçlerin oyun alanı olmuştur. Güçlü merkezi otorite olmadığı için her toplumsal grup veya siyasal hareket içerdeki konumlarını güçlendirmek amacıyla dış aktörlerden destek arayışına girmektedir. Yani merkezdeki boşluk dış güçler tarafından doldurulmaktadır. Suriye’de rejimin ani çöküşü buna benzer bir durum yaratabilir.

Dördüncü sonuç, federalizmin ortaya çıkması ve hatta toprak ve siyasal bütünlüğün korunamamasıdır. Federalizm açısından bakıldığında işgal sonrası Irak son derece çarpıcı bir örnektir. Iraklı Kürtler 1991 sonrasında de facto olarak kazandıkları otonomiyi 2003 işgali sonrasında yasallaştırmıştır. Federal bölge talepleri kuzey ile sınırlı kalmamış halen güneyde ve orta kesimde bazı vilayetler kendi bölgelerini kurma yönünde talepte bulunmaktadır. Irak resmi olarak federal bir ülke haline gelmiş ve ABD askerlerinin de çekilmesi ile sürecin ilerde toprak bütünlüğünün korunamaması ve parçalanmayı gündeme getirmesi riskini taşıdığı görülmektedir. Suriye’de ise federal yapının tarihsel bir geçmişi olduğunu ve şu anda da buna müsait bir toplumsal yapının olduğunu söylemek gerekmektedir. Suriye, Fransız mandası döneminde Şam Devleti, Halep Devleti, Arap Alevi Devleti, Dürzi Devleti gibi farklı bölgelere bölünmüştü. Günümüzde de merkezi otoritenin çökmesi merkez kaç kuvvetlerin harekete geçmesine neden olabilir. Yerel siyaset ve otoriteler güç kazanabilir. “Yeni Suriye”de bölge oluşturma açısından Arap Alevilerin, Dürzilerin, Kürtlerin öne çıkması muhtemeldir.

Son olarak da devlet dışı silahlı örgütlerin veya terör örgütlerinin devlet otoritesinin yanında söz konusu ülkelerde zemin bulabilmesidir. Bu açıdan Lübnan’a baktığımızda ulusal ordudan daha güçlü konumda olan Hizbullah’ı görmekteyiz. Irak’a baktığımızda her ne kadar yasal olsa da Kürtlerin peşmerge kuvvetleri varken Şiilerin Bedr Tugayları gibi devletten bağımsız kendilerine ait silahlı milis güçlerinin olduğu görülmektedir. Bunun yanı sıra terör örgütleri de kendine güvenli alan bulabilmektedir. Örneğin 2003 sonrasında Irak’ta El Kaide’nin ve Kuzey Irak’ta PKK terör örgütünün kendine yaşam alanı bulması örnek olarak verilebilir. Suriye’de ulusal ordunun ve güvenlik birimlerinin Irak’ta Baas benzeri ani çöküşü her bir grubun kendini korumak için silahlanma yolunu seçmelerine de neden olacaktır. Suriye’de mevcut silahlı kurumlar konumlarını gayri meşru yollardan sürdürme arayışında olacaktır. Güvenliklerini sağlama çabasındaki diğer etnik ve mezhepsel gruplar da silahlı milis kuvvetlerini kurmak isteyecektir. PKK lideri Murat Karayılan’ın Suriyeli Kürtlere yönelik olarak şimdiden “öz savunmanızı geliştirin, silahlanın” şeklindeki telkinleri bu bağlamda düşünülebilir. Suriye’de kaos ortamı Selefi gruplar ve PKK’nın yeni güvenli bölgeler ve mücadele alanları oluşturmasına yol açabilir. Bu öngörünün temelinde hali hazırda Suriye’de güçlü olmasa da Selefi grupların belli bir zemine sahip olması ve Suriyeli Kürtler arasında PKK’nın etkin oluşu yatmaktadır.

Bu olumsuz tablo Türkiye açısından riskler taşımaktadır. Çünkü Suriye’deki temel beklentisi istikrar ve demokrasi olan Türkiye’nin beklentilerinin aksine güvenlik sorunu yaşayan, siyasal istikrarını bir türlü sağlayamayan, bölünme riski taşıyan, terör örgütlerinin zemin bulduğu, en uzun sınıra sahip olduğu ülkede birçok farklı ülkenin çıkarlarını koruma gayretine düştüğü bir Suriye ortaya çıkabilir. Türkiye, “yeni Suriye”de istikrarı sağlamak için şu anda Irak ve Lübnan’da yaptığı gibi yoğun mesai verecek ve enerjisini harcayacaktır. Siyasal istikrarsızlık ve zayıf devlet, güvenlik ortamını bozacak ve şiddet dalgası Türkiye’nin sınır bölgelerini etkileyebilecektir. Güvenliğin olmaması ekonomik riskleri de beraberinde getirecek ve daha önemlisi sosyal, siyasal, ekonomik entegrasyon süreci hayata geçirilemeyecektir.

Ancak diğer taraftan Suriye’de ayaklanma öyle bir boyuta ulaşmıştır ki Esad rejiminin yıkılması kadar varlığını devam ettirmesi de ülkede istikrarsızlık kaynağı haline gelmiştir. Dolayısıyla Suriye’de statükonun sürdürülebilir olmadığı ortadadır. Türkiye açısından en tercih edilen “demokrasiye barışçıl geçiştir.” Bunun bir şekilde sağlanması hem rejimin ani çöküşünün hem de rejimin değişmeden hayatını sürdürme çabasının yaratacağı riskleri minimize edecektir. Ancak bu olasılık Suriye yönetiminin uzlaşmaz tavrı ile ne yazık ki her geçen gün zorlaşmaktadır. Esasen Türk dış politika karar alıcıları baştan itibaren bunu sağlamaya çalışmış ancak Suriye tarafının geri adım atmaması nedeniyle başarılamamıştır.

Ancak baskı ve izolasyon politikasına geçmeden tüketilmesi gereken son bir seçenek daha söz konusudur. Dışişleri Bakanı Ahmet Davutoğlu da bir televizyon kanalı programında yaptığı açıklamada “çok az da olsa barışçıl değişim için umudunun olduğu” sözlerini kullanmıştır. Suriye’de barışçıl geçiş ancak ve ancak Esad yönetiminin önderlik edeceği bir değişim paketinin hayata geçirilmesi ile mümkündür. Gelinen noktada Türkiye’nin Suriye yönetimi ile iletişim kanalları tamamen olmasa da muhtemelen büyük ölçüde kapanmıştır. İletişim sağlansa bile Suriye’nin böyle bir noktadan itibaren Türkiye’nin telkinlerini dikkate alması mümkün değildir. Şu an itibarıyla Suriye yönetiminin politikalarında değişim sağlayabilecek iki aktör kalmıştır. Bunlar Rusya ve İran’dır. Suriye rejimi, iki ülkenin desteği olmadan yaşamasının mümkün olmadığının farkındadır. Rusya’nın silah desteği vermeye devam etmesi, savaş gemilerini Tartus limanına göndererek caydırıcılığını ortaya koyması ve BM Güvenlik Konseyi’nde Suriye’ye yönelik kararlara veto uygulaması Esad yönetimi açısından hayati öneme sahiptir. Bunun yanında İran da sonuna kadar Suriye yönetiminin yanında olduğunu ve olayların güç yolu ile bastırılmasına destek verdiğini göstermiştir. Bölgedeki tüm kozlarını Suriye lehine harekete geçireceğinin işaretlerini Irak ve Lübnan’da vermektedir. Söz konusu destekler Esad yönetimi açısından kritiktir. Dolayısıyla yönetimin değişim adına tatminkar adımlar atması ancak Rusya ve İran’ın baskısı ile sağlanabilir. Rusya ve İran da Suriye’deki istikrarsızlığın Libya benzeri bir uluslararası müdahale ile sonuçlanmasını istememektedir. Mevcut durumun sürdürülebilir olmadığının anlaşıldığı ortamda Türkiye, Rusya ve İran açısından en uygun seçenek yeni bir bölgesel inisiyatif geliştirmektir. Türkiye, Rusya, İran girişiminde bir taraftan ABD ve AB’nin, rejim yıkılması ve buna yönelik askeri müdahale dahil her türlü aracın kullanılmasını isteyen yaklaşımları dışlanacaktır. Diğer taraftan Suriye’nin taviz vermeyen pozisyonunun sürdürülebilir olmadığı kabul edilecektir. Suriye yönetiminin kontrolü altında siyasal alanda gerçek muhaliflere alan açılacaktır. Esad yönetimi göstermelik adımların ötesinde muhalefeti de tatmin edecek bir değişime liderlik edecektir. Türkiye de Suriye muhalefetinin iknası noktasında çaba sarf edecektir. Bu girişimin en büyük riski Suriye siyasal muhalefetinin, ayaklanan Suriyeliler üzerinde gerçek bir gücünün olmamasıdır. Dolayısıyla rejimin kökten değişmesini isteyen ve her gün sokaklara çıkan Suriyelilerin nasıl farklı pozisyon almaya zorlanacağı şüphelidir.

Bu süreç başarısız olsa dahi birkaç açıdan fayda sağlayacaktır. Her şeyden önce Rusya ve İran’ın Suriye’ye ilişkin pozisyonlarında girişim öncesine göre farklılık olacaktır. Koşulsuz destek çekilerek Türkiye’nin de esasen ulaşmak istediği “tam mutabakat” sağlanabilir. Bunun yanı sıra Suriye meselesinin, Türkiye-Rusya ve Türkiye-İran ilişkilerinde yarattığı olumsuzluklar en aza indirilebilir.

The Future Waiting for Syria: Tunisia Meeting of the Syrian National Council

While the security situation in Syria and the economy are going worse day by day, the opposition that is active abroad in political (Syria National Council) and military (Free Syrian Army) realms is striving hard to rise to a higher position. In this framework, the Syrian National Council arranged their first meeting in Tunisia on December 17-18, 2011 and after a two-day-long meeting, a resolution was announced. Having different views on the method of struggle conducted against the Syrian regime through the meeting, tools to be used and the kind of the structure to be established after the overthrow of the Assad administration, the opposition groups demonstrated that they had a common position on the point of destroying the regime and they would fight together for that purpose.

In the conference, one had discussions on the political programme of the Syrian National Council, prepared regulations and tried to arrange relations between different units of the Syrian opposition. The resolution that was announced after the First Meeting of the General Assembly of the Syrian National Council incorporates the way through which the struggle will be implemented, the power balances between the Syrian opposition groups and clues on what kind of a future is waiting for Syria after the possible collapse of the Assad regime.

In the resolution, one underscored that “all the endeavours for the Revolution aiming for humanitarian targets such as freedom and honour will be maintained to be successful”. The Syrian National Council, with this statement, tried to show that the Revolution movement was peaceful in terms of the means it used and democratic with respect to the aimed target. Therefore, they try to demonstrate the allegations made against them by the Syrian administration that they were “terrorist groups” or “radical Islamists” were wrong. In the resolution, it was stated that “the ultimate goal of the Syrian opposition is the fall of the regime”. This statement reveals that the peace projects based on negotiations between the Syrian administration and opposition and share of administration had no practicality. Regime already illuminated one that it would suppress the demonstrations through the use of violence regardless of the extent. Opposition also expressed that it would go on with the demonstrations until the regime would fall. Hence, instability in Syria should be expected to last for a long time. As a matter of fact, the Syrian opposition, with its current situation, is far from being able to destroy the administration.

The Syrian opposition determined the general framework of the political projects for Syria in the post-Assad period. According to that, one targeted “an administration that is democratic, pluralistic, civil and before which all citizens are equal before law”. These statements are a result of the search for support of the Syrian public and international arena. With the emphasis on democracy, pluralism and rule of law, one tried to push the Arab Alawis, Christians, Druzes that have a concern of “Sunni domination” or “Islamic administration” to insurgency movements. Furthermore, by giving the signal to the West that the new political structure would be democratic, one attempts to increase their support. Another concern of the West is the minorities and the situation of the Christians. With this article, one tries to guarantee that there will be no violation of the right of the Christians and Arab Alawis to live. Moreover, despite the emphasis on “secularism” of many liberal opposition groups, the fact that in the resolution, only the statement of “civil” was present is probably a result of the impact of the Syria Muslim Brotherhood. As a matter of fact, the Syria Muslim Brotherhood organization did not favour the existence of the “secularism” principle in the resolution in previous conferences.

Under another title, one tries to gain the support of all parts of the Syrian public. Each Syrian group is expressed to be treated equally regardless of his/her ethnicity or denominational identity. Here, one underscores the Arabs, Kurdish Christians as well as the Turkmens. Although there is no Turkmen representative in the Syrian National Council, the fact that the Turkmens are addressed in the resolution is very important as it reveals that the opposition is more comprehensive.

There is a separate title for the Syrian Kurds. This situation signifies two facts. Firstly, it is shown that the Kurdish movement is very active and effective among the Syrian opposition. Secondly, Syrian Kurdish movement is very organized and strong to damage the Assad administration. Even though the Syrian Kurds had gone to the streets in the initial periods of the insurgencies, they did not arrange a serious demonstration in the last months. In fact, even after the killing of the eminent Kurdish opposing figure Misel Temmo, there was no serious Kurdish demonstration despite the high expectations. The Kurds seem to be satisfied with some of the privileges given by Bashar al-Assad. The Syrian opposition, in such an environment, so as to receive the support of the Kurds tries to get the Kurds by them by promising, “the Kurdish national identity will be protected under constitution”. It was stated that “under the unity of Syria, one would end the privileges given to the Kurds”. With the statement of “under the unity of Syria”, it was seen that one approached the demands of the Syrian Kurds for autonomy with caution. It is possible to argue that the Syrian Kurds are in the winning side both regarding the relations with the regime and the opposition in addition their balancing role.

The opposition stated that all resistance and peaceful revolutionist endeavours of the Syrian public would be supported. With this, on the one hand, one tries to preserve the resisting power of the public, and on the other hand, one is used to the violent struggling methods. However, with this statement, with another title that could be considered as contradictory, one calls for international community to intervene. The Syrian National Council calls urgently for the Arab Union and the United Nations to create zones for the protection of the Syrian citizens and demonstrators and establish protected zones. This call is a sign revealing that the Syrian opposition is on another step. In previous periods, they did not use to consider international intervention favourably due to concern that it would lead the country into a worse case. However, at this point, the idea that the Assad regime would not be destroyed without international intervention became prevalent. In the same way, another statement is about the “Free Syrian Arm” composed of the soldiers leaving the army and organizing armed struggles. Rejected and criticized for some of their demonstrations by the opposition till now, the Free Syrian army is now appreciated with their role in protecting the Syrian public. This statement is important for two aspects. First is that the Syrian armed opposition is now supporting the armed resistance. Second is that the Syrian political opposition (Syrian National Council) and the Syrian military opposition (Free Syrian Army) had a connection. Probably, in the upcoming period, the sides may adopt a more coordinated direction.

The Syrian National Council, lastly, sends a message to Israel and Arab States. By underlining that the one will provide sovereignty to the Golan Hills that are now under annexation and one will support the legitimate rights of the Palestinians, one tries to gain the support of the Syrian public and the Arab States. In case of a regime change, it is seen that the same stance will be preserved with regard to the relations with Israel and Palestine Problem.

The fact that the meeting was held in Tunisia can be considered as progress for the Syrian National Council. Recognized only by the new administration in Libya so far and opening an office in Turkey in the recent period, the Syrian National Council had their meeting in Tunisia, which is of great importance for international recognition.
