Hariri’nin Ankara Ziyareti Işığında Türkiye-Lübnan İlişkileri

Lübnan’da parlamento seçimleri 2009 yılının Haziran ayında gerçekleşmişti. Seçimlerden Saad Hariri’nin liderlik ettiği 14 Mart ittifakı zaferle ayrılmıştı. Ancak Lübnan’ın kendine has siyasi ve sosyal yapısı hükümet kurma çalışmalarının uzamasına neden olmuş ve seçimden yaklaşık 5 ay sonra Hariri liderliğinde bir hükümet kurulabilmişti. Bir önceki seçimleri de kazanmasına rağmen yeterli tecrübeye sahip olmadığı için arka planda kalan ancak bu dönem Başbakanlık görevini üstlenen Hariri ilk yurt dışı ziyaretlerinden birini Türkiye’ye gerçekleştirdi. Esasen bu öncelik bile Türkiye-Lübnan ilişkilerinin kısa sayılabilecek bir zaman diliminde geldiği aşamayı göstermesi açısından önemlidir. Zira Cumhuriyet döneminde, son on yıla kadar iki ülke arasında kayda değer bir ilişki tarihinden bahsetmek mümkün değildir.

2000’lerin başından bu yana Türkiye-Lübnan ilişkilerinin geliştiği görülmektedir. Uzun yıllar iki ülke yakınlaşması önünde engel oluşturan ve son on yılda gelişimi sağlayan faktörleri şu şekilde sıralayabiliriz:

1. Lübnan uzun yıllar İsrail ve Suriye’nin askeri-siyasi vesayeti altında yaşamıştır. İsrail 1982 yılında Güney Lübnan’ı işgal etmiş ve 2000 yılında tek taraflı geri çekilişine kadar bölgedeki varlığını devam ettirmiştir. Suriye ise, 1975 yılında başlayan Lübnan İç Savaşı’na 1976 yılında doğrudan müdahil olmuş ve askerlerini Lübnan’a sokmuştur. 1989 Taif Anlaşması ile askeri varlığını yasallaştırmıştır. Lübnan, 2000’lerin ortalarına kadar Suriye’nin askeri ve siyasi vesayeti altında yaşamıştır. Ülkenin uzun yıllar işgal ve vesayet altında yaşaması Türkiye-Lübnan ilişkilerinin gelişmesini engellemiştir. 2000 yılında İsrail işgalinin sona ermesi ve 2005 yılında Hariri suikast sonrasında Suriye’nin askerlerini çekmek zorunda kalması, Türkiye-Lübnan ilişkilerinde yeni bir dönem başlatmıştır.

2. Lübnan’ın Suriye vesayeti altında olması ve Türkiye-Suriye ilişkilerinin 1980 ve 1990’lar boyunca gergin oluşu Türkiye-Lübnan ilişkilerini olumsuz etkilemiştir. Türkiye-Suriye gerginliğinin en önemli unsuru PKK’ya destek konusuydu. PKK’nın birçok kampı o dönemde Lübnan’da Bekaa Vadisi’nde bulunuyordu. Dolayısıyla Lübnan, Türkiye açısından bir güvenlik tehdidi oluşturuyordu.

3. 1999 yılında başlayan Türkiye-Suriye yakınlaşması Türkiye-Lübnan ilişkilerini doğrudan etkilemiştir. Suriye her dönem Lübnan’da çok önemli bir aktör olmuştur. Türkiye-Suriye ilişkilerinin eskisi gibi olması durumunda Türkiye’nin Lübnan’da siyasi sürece son yıllardaki kadar müdahil olmasına Suriye muhtemelen imkan tanımayacaktı. Lübnan’da siyasi grupların Türkiye’nin rolüne önem atfetmelerinin en önemli nedeni de Türkiye’nin Suriye üzerinde sahip olduğunu düşündükleri etkidir. Türkiye’nin Suriye’yi ikna edebileceğine inanmakta ve bu gücünü Lübnan’da etkili olan Suriye üzerinde kullanmasını istemektedirler.

4. Türkiye hem tercihi hem de bölgesel şartların gereği olarak 2000’lere kadar Ortadoğu sorunlarına doğrudan taraf olmamaktaydı. Bu durumun uzantısı olarak Lübnan’a da ilgisizlik söz konusu idi. 1999 yılından itibaren bölgesel şartlarda ve Türkiye’nin Ortadoğu politikasında yaşanan değişim Lübnan ile ilişkilerin gelişmesini sağlayan önemli bir faktör oldu. 2002 yılından sonra Ak Parti iktidarı ile Türkiye’nin bölgeye bakışında, ortak tarih ve kültürü esas alan, yakın işbirliği öngören yeni bir yaklaşım hakim olmaya başladı. Kuzey Irak sorunu dışında, tüm bölgesel sorunların dönüp dolaşıp Türkiye’nin istikrarını olumsuz etkileyeceği ve bu nedenle doğrudan taraf olunmayan sorunlarda dahi yapıcı ve etkin bir rol oynanması gerektiği düşüncesi gelişti. Bu düşünce değişiminin doğal sonucu Türkiye’nin Lübnan’a olan ilgisinin artması oldu.

5. Lübnan’da Türkiye’nin oynayacağı role duyulan ihtiyaç artmış, Lübnan içi dinamikler Türkiye’nin daha etkin olmasını istemiştir. Lübnan birçok farklılığı barındırdığı sosyal ve siyasal yapısı, Lübnanlı kimliğinin zayıflığı, merkezi otoritenin güçlü olmaması gibi nedenlerle dış etkilere her zaman açık bir ülke olmuştur. İsrail işgali ve Suriye vesayetinin sona ermesi ile bu durum daha da belirginleşmiştir. Irak Savaşı sonrasında yaşanan bölgesel kutuplaşmanın bir uzantısı Lübnan’da yaşanmaktadır. Bir tarafta İran ve Suriye’nin arkasında olduğu Şii kesim, diğer tarafta Suudi Arabistan’ın desteklediği Sünniler. Türkiye, Ortadoğu politikasının uzantısı olarak Lübnan’daki bu kutuplaşmada da taraf olmamaya özen göstermiştir. Ancak pasif değil aktif bir tarafsızlık politikası yürütülmektedir. Lübnan’da mezhepsel gruplar İran veya Suudi Arabistan gibi ülkelerden destek alsa da her iki ülkenin de Lübnan istikrarına katkı yapmadığının, sorunun bir parçası olduklarının farkındadır. Türkiye’nin kendine has yaklaşımı ve güçlü bir ülke olması Lübnan’da çatışan farklı güçler arasında denge rolü görmesi açısından önemsenmektedir. İstisnalar dışında çoğu grubun Türkiye’nin aktif bir politika izlemesini istiyor olması yakınlaşmayı hızlandırmıştır.

6. Lübnan’da birçok konuda farklı düşüncelere sahip mezhepsel grupların üzerinde mutabık oldukları konuların başında İsrail’e duyulan öfke gelmektedir. Türkiye’nin son yıllarda İsrail ile ilişkilerindeki gerileme de Lübnan’daki Türkiye algısını olumlu anlamda değiştirmiştir. Davos krizi bu anlamda kritik rol oynamıştır.

Sıralanan faktörler neticesinde son yıllarda Türkiye-Lübnan ilişkileri hızlı bir gelişim göstermiştir. Bu süreç İsrail-Lübnan Savaşı’ndan sonra daha hızlı bir seyir izlemektedir. Savaş sırasında verilen siyasi destek ve sonrasında yapılan ekonomik yardımlar Lübnan tarafından önemsenmektedir. Türkiye Lübnan’da birçok okul ve hastane projesini hayata geçirmiştir. Bu destekler mezhepsel ayrıma gidilmeksizin verilmektedir. Sünnilerin yoğun olarak yaşadığı Trablus, Sayda gibi kentlerin yanı sıra Şiilerin yoğun olarak yaşadığı Sur şehrinde Birleşmiş Milletler kapsamındaki Türk Askeri Birliği vasıtasıyla birçok proje hayata geçirilmiştir. Teknik desteklerin ötesinde Lübnan’a yönelik dış politikanın ülke istikrarına ve krizlerin çözümüne büyük katkı sağladığı düşünülmektedir. Bu çerçevede, uzun süreli hükümet ve devlet başkanlığı krizinin çözüme ulaştığı Doha Uzlaşısında Türkiye’nin önemli katkısı bulunmaktadır. Suriye-Lübnan yakınlaşmasında, Saad Hariri’nin Türkiye'ye gelişi öncesinde Suriye’ye gerçekleştirdiği tarihi ziyarette Türk diplomasisinin sürece etkin katılımının olduğu bilinmektedir. Tüm bu unsurlar, Türkiye’yi sorunun ve istikrarsızlığın değil çözümün bir parçası yapmaktadır.

Türkiye-Lübnan ilişkilerinin gelişimine katkı sağlayan diğer bir unsur Türkiye’nin yumuşak güç unsurlarını kullanması olmuştur. Bu anlamda Türkiye’nin laik-demokratik siyasi yapısı, dışa açık ekonomisi Türkiye’yi çekim merkezi haline getirmiştir. Bu sürece katkı sağlayan en önemli unsur Lübnan’da ilgiyle izlenen Türk dizileridir. Diziler, yıllardır eksik kalan toplumlar arası diyalogun kurulması ve yanlış imajların kırılmasını sağlamıştır. Diziler sayesinde Lübnan’dan Türkiye’ye gelen turist sayısında artış olmuş, Türk ürünleri daha çok kullanılır hale gelmiştir.

Son on yıllık süreçte Türkiye-Lübnan ilişkileri genel olarak bu çerçevede gelişmiştir. Sürecin son ayağı iki ülke arasında vizelerin kaldırılması anlaşmasının da imzalandığı Saad Hariri’nin Türkiye ziyareti olmuştur. Her şeyden önce Hariri’nin Başbakan olduktan sonra ilk yurt dışı ziyaretlerinden birini Ankara’ya gerçekleştirmesi, Türkiye’nin Lübnan açısından taşıdığı önemin göstergesidir. Ziyaret, Türkiye’nin Lübnan’daki rolünü artırarak oynaması yönündeki Lübnan hükümetinin isteğini göstermektedir. Bunun yanı sıra ziyaret sırasında, ilişkilerin daha da derinleşmesini sağlayacak bir dizi anlaşma yapılmıştır. Bu çerçevede Lübnan ile sağlık, tarım, askerî işbirliği, ulaştırma ve eğitim gibi konularda 5 mutabakat zaptı imzalanmıştır. Anlaşmalardan biri de Mersin-Beyrut arasında feribot seferlerinin başlatılması yönünde olmuştur. Bunun yanı sıra Türkiye, Lübnan'ın enerji ihtiyacının karşılanması konusunda Beyrut’a destek sözü vermiştir. Başbakan Erdoğan görüşme sonrası düzenlenen basın toplantısında “iki ülke arasındaki ticaret hacminin 900 milyon dolara ulaştığının altını çizmiş, yakın zamanda serbest ticaret anlaşmasının imzalanacağını” belirtmiştir. İki ülke arasındaki vizenin karşılıklı olarak kaldırılmasına ilişkin düzenlemenin imzalanması toplumlar arası yakınlaşmayı hızlandıracaktır. Bütün bu değerlendirmelerden yola çıkarak, önümüzdeki dönemde Türkiye-Lübnan arasında siyasi, sosyal, ekonomi, sağlık, askeri alanları kapsayan çok boyutlu ilişkilerin derinleşerek gelişeceğini öngörebiliriz.

Turkey-Lebanon Relations in the Light of Hariri’s Visit to Ankara

The parliamentary elections in Lebanon had taken place in June 2009. The March 14 Alliance, which is led by Saad Hariri, had won the elections. However, due to Lebanon’s sui generis political and social structure, the government was not established until after 5 months it was established under the leadership of Hariri. Hariri had won the previous elections as well, however he was left in the background due to his lack of experience. This term, he assumed the position and made one of his first official visits as the Prime Minister to Turkey. As a matter of fact, the priority that he has given to Turkey shows the level that Turkey-Lebanon relations had achieved in a short time. That is because there is not a noteworthy level of relations between Turkey and Lebanon in Turkey’s history until the last ten years.

Turkey-Lebanon relations have been developing since the beginning of the 2000s. The factors that hindered the rapprochement of the two countries, and made possible the developments in the last ten years are as follows:

1. Lebanon has been, for a great deal of time, under political-military domination of Syria and Israel. Israel had invaded South Lebanon in 1982 and kept its presence in the region until its unilateral withdrawal in 2000. Syria had directly intervened in the Lebanese Civil War in 1976, which had started in 1975, and deployed its troops to Lebanon. Syria’s military presence was legitimized in 1989 Taif Accords. Lebanon remained under Syrian military and political tutelage until the mid 2000s. This situation hindered the development of Turkey-Lebanon relations. A new era started in Turkey-Lebanon relations after the withdrawal of Israel in 2000 and the end of Syrian presence in 2005 after the assassination of Rafiq Hariri.

2. The Syrian domination in Lebanon and tense relations between Turkey and Syria in the 1990s affected Turkey-Lebanon relations in a negative way. The main cause of Turkey-Syria tension was the issue of Syria’s support to the PKK. At that time the PKK kept many of its training camps in the Valley of Bekaa in Lebanon. Therefore, Lebanon posed an indirect security threat to Turkey.

3. Turkey-Syria rapprochement, which started in 1999, directly influenced Turkey-Lebanon relations. Syria has always been a significant actor in Lebanon. If Turkey-Syria relations were tense as in the past, it would not be possible for Turkey to be influential in the Lebanese politics. Political groups in Lebanon hold Turkey in high regard because they think Turkey has an influence on Syria. They believe that Turkey is able to convince Syria and they want Turkey to use its leverage on Syria about issues regarding Lebanon.

4. Turkey, due to its own preference and the regional circumstances, was not directly involved in Middle Eastern problems. Consistent with this approach, Turkey was indifferent to Lebanon. From 1999 and onwards, major changes in regional circumstances and Turkey’s policy toward the Middle East were important factors that led to the development of Turkey-Lebanon relations. After the AKP government was installed in 2002, a new approach became dominant in Turkey’s perspective toward Middle East, which remarked common history and culture and sought closer cooperation. Turkey has developed the understanding that not only the Northern Iraq issue, all regional problems would eventually affect its security in a negative way; therefore it should play a role in regional problems in an impartial and neutral manner. As a result Turkey has developed a close interest in Lebanon.

5. In Lebanon the need for the role Turkey can play has increased and domestic dynamics in Lebanon required Turkey to be more active. Due to factors such as Lebanon’s diverse social and political structure, the weakness of the Lebanese identity, and the fragility of the central government, Lebanon was open to foreign influences. The end of Israel’s invasion and Syria’s dominance exposed this situation. The regional polarization in the Middle East after the Iraqi war has extended to Lebanon. On the one hand, there are Shiite groups backed by Iran and Syria; and on the other the Sunnis backed by Saudi Arabia. Turkey, consistent with its Middle Eastern policy, did not take sides in this polarization within Lebanon. However, Turkey is pursuing an active neutrality policy rather than being pacifist. Lebanese political groups receive support from Iran and Saudi Arabia; however they are aware that neither of those countries contributes to the stability within Lebanon. Turkey, due to its power and sui generis approach, is regarded as an equilibrating factor among many conflicting parties in Lebanon. Many factions, albeit some exceptions, want Turkey to adopt an active role and this has given impetus to the rapprochement.

6. Sectarian factions in Lebanon, which differ on many issues, agree solely on the hatred toward Israel. The setback in Turkey-Israel relations in the recent years has affected the way that Turkey is being perceived in a positive way. The Davos incident, in this sense has played a critical role.

Turkey-Lebanon relations has shown a fast pace in recent years. This process has even hastened after Israel-Lebanon War. Turkey’s political support and economic aid during the war and its aftermath are considered important in Lebanon. Turkey initiated many school and hospital projects in Lebanon. These supports are given regardless of sectarian differences. Besides Sunni cities such as Tripoli and Saida, Turkey has realized many projects in Sur, where the Shiite people live, through Turkish Military force under the umbrella of United Nations. Aside from technical support, Turkey’s policy toward Lebanon is considered beneficial to stability and conflict resolution. In this framework, Turkey contributed a great deal of effort into the Doha Agreement in which government and presidential crisis was resolved. It is known that Turkey has played an important role in Hariri’s historical Syria visit. All those factors make Turkey a part of the solution, rather than instability and problem.

Another factor that has contributed to the development of Turkey-Lebanon relations is Turkey’s utilization of soft power elements. In this sense, Turkey has become a center of attraction, due to its secular and democratic political structure and open economic structure, which do not rest upon ethnic or sectarian discrimination. Turkish TV series, which are aired on Lebanese TV channels help increase Turkey’s soft power potential in Lebanon. TV series made possible the establishment of inter-societal dialogue and abolishment of wrong images. Turkey receives more tourists from Lebanon and Turkish products are being preferred thanks to the positive effect of the TV series.

The general framework in which Turkey-Lebanon relations have developed is as provided above. The last link in the process is Saad Hariri’s visit to Turkey, during which the agreement to abolish visa requirements. Above all, the fact that one of Hariri’s first official visits as the Prime Minister was to Turkey, shows the importance of Turkey for Lebanon. The visit shows that the Lebanese government wants Turkey to play an increasing role in Lebanon. Besides, many agreements were signed during the visit. Five memorandums of understanding have been signed over issues such as health, agriculture, military cooperation, transport and education. One of the agreements is over the issue of starting ferryboat cruises between Mersin and Beirut. Moreover, Turkey has promised Lebanon energy support in order to meet Lebanon’s energy needs. At the press conference after the negotiations Prime Minister Erdoğan remarked that “the trade volume between the two countries reached $ 900 million, and a free trade agreement will be signed as soon as possible.” The abolishment of visa requirements will hasten the rapprochement between the two societies. All those evaluations suggest that, in the period ahead, Turkey-Lebanon relations that encompass political, social, economical domains and health and military dimensions will develop and deepen.

Kuzey Irak Notları 2: Süleymaniye Gözlemleri

ORSAM ekibi olarak Bölgesel Kürt Yönetimi bölgesel meclis ve başkanlık seçimlerini gözlemek üzere Erbil’deki görevimizi tamamladıktan sonra seçim sonuçlarının farklı siyasi gruplar tarafından nasıl algılandığına ilişkin alan araştırması yapmak üzere Süleymaniye’de de bulunduk. Erbil gözlemlerinin devamı niteliğindeki bu kısa yazıda da Süleymaniye’ye ilişkin gözlemlerimizi aktaracağız.

Erbil’den Süleymaniye’ye taksi dolmuşlarla yaklaşık 2,5 saatlik bir yolculuğun ardından varılıyor. Daha kısa sürede tamamlanabilecek bir mesafe olmasına rağmen yol boyunca kontrol noktalarından geçiliyor olması süreyi uzatıyor. Yolun tamamına yakını çift yön ve engebeli bir arazi olmaması nedeni ile büyük bölümde dümdüz bir hatta seyahat ediliyor. Yolculuk sırasında içine girmemekle birlikte Kerkük’ün hemen kenarından geçiliyor ve şehrin kuzey kısımları görülebiliyor. Bunun yanı sıra petrolün çıktığı ve Kerkük rafinerisinin bulunduğu değerli Baba Gurgur bölgesinin de yanından geçiyorsunuz. Yerden çıkan alevler eşliğinde gözüken petrol alanları Kerkük’ün günümüzde sorunlar ve çatışmalarla anılan bir kent olmasının başlıca nedenlerinden biri. Yol boyu dikkatimizi çeken en önemli noktalardan biri de Türkiye plakalı tırların fazlalığı oldu. Mal taşıyan araçların büyük çoğunluğu Türkiye’den gelenlerden oluşuyor. Yine yol kenarlarında Türk firmalarının reklamlarını görebiliyorsunuz.

Erbil’den alıştığımız üzere Türkçe konuşan birini görünce artık şaşırmıyoruz. Zira taksideki yolculardan biri Türkmen, biri Türkiye’de yıllarca çalışmış ve çok iyi Türkçe konuşan bir peşmerge ve az da olsa Türkçe bilen bir Süleymaniyeli. Dolayısıyla Süleymaniye’ye ilişkin gözlemlerimiz daha şehre varmadan takside konuşma imkânı bulduğumuz kişilerle başlıyor. Süleymaniyeliler siyaset konuşma ve siyasetçileri eleştirme konusunda son derece rahatlar. Erbil’de şahit olmadığımız şekilde KDP ve KYB’yi açık şekilde eleştiriyorlar. Rüşvet ve yolsuzluk vurgusu sık sık tekrarlanıyor. Muhtemelen bu kişiler yerel parlamento seçimlerinden büyük başarı kazanarak çıkan “Değişim Listesi”ni destekliyor. Zira bu hareketin söylemlerinin temelinde de KDP ve KYB’nin yozlaşmışlığı ve yolsuzluklar ön plana çıkıyordu. Erbil’de baskı olduğunu ancak Süleymaniye’de özgürlük olduğunu ve herkesle rahatça konuşabileceğimizi ifade eden vatandaş hem Süleymaniye’deki ortam hem de Erbil ile Süleymaniye arasındaki iç çekişme konusunda bize ipuçları veriyor.

Süleymaniye’ye girişte ilk dikkatimizi çeken nokta farklı siyasi partilerin seçim posterlerinin duvarlarda asılı olması. Yolda ilk işaretlerini aldığımız üzere Erbil’e nazaran Süleymaniye’de daha çoğulcu, demokratik ve rahat bir siyasi ortam var. Örneğin gayri resmi sonuçların açıklandığı gün bulunduğumuz Süleymaniye şehrinde “Kürdistan Listesi” taraftarları ile “Değişim Listesi”ni destekleyen araba konvoyları karşılıklı kutlamalar yapabiliyordu. Farklı seslerin bir arada olması şehirdeki güvenlik durumunu olumsuz etkilemiş gibiydi. Kutlamalar karşı tarafı provoke edecek biçimde abartılı yaşanıyor ve henüz yenilgiyi kabullenme kültürünü oturtamamış siyasi hareket taraftarları arasında ufak çaplı da olsa gerginlikler yaşanabiliyor. Bu nedenle Erbil’e nazaran daha fazla güvenlik önleminin alındığını tespit ettik. Süleymaniye’deki çok sesli ortam basında da kendisini hissettiriyor. Her siyasi hareketin kendine yakın bir medya organı bulunuyor. Hem KYB hem de Değişim Listesini destekleyen gazete ve televizyonların yetkilileri ile yaptığımız görüşmelerde rahat bir şekilde siyasi eleştiriler yapabildiklerini gördük. Bu nedenle basının daha özgür bir ortamda çalıştığını söylemek yanlış olmayacaktır.

Süleymaniye halkı ile konuştuğumuzda yatırımların daha fazla Erbil’e akmasından kaynaklanan bir rahatsızlığın varlığını tespit ettik. Erbil’de daha canlı bir gelişme gözlenmekle beraber Süleymaniye’de de birçok modern yeni yapının inşası devam ediyor. Süleymaniye’deki gelişme olgusunu yansıtması açısından üst düzey bir KYB yetkilisinin ifadesi gerçekten çarpıcı idi. Buna göre “eskiden Süleymaniye’nin toplam bütçesi 46 milyon dolar iken 2009 yılı içinde sadece bir proje için 46 milyon dolar harcanmış”.

Süleymaniye’de KYB seçim yenilgisine uğramış olsa da görüştüğümüz bütün KYB yetkilileri yenilgiden ziyade demokrasi açısından seçimlerin büyük kazanç olduğunu ifade ettiler. KYB yetkiliklerinin bu kadar rahat olmalarının altında yatan tabi ki sadece demokrasinin gelişmesi değildi muhtemelen. Yine yaptığımız görüşmelerde edindiğimiz izlenim KYB’den üst düzey yetkililerin koparak kurduğu “Değişim Hareketi”nin orta vadede KYB ile tekrar birleşebileceği yönünde. Bu birleşme olmasa bile KYB’liler kendilerinden gördükleri “Değişim Listesi”nin meclisteki varlığını KDP karşısında bir üstünlük aracı olarak görüyorlar. Bu da Değişim’in KDP’den ziyade kendilerine daha yakın bir siyasi hareket olmasından kaynaklanıyor. KYB yetkilileri önemli konularda izlenecek politika konusunda mutabık olduklarını sadece yönteme ilişkin farklar olduğunu ifade ediyor. KYB yetkililerinin bu düşüncesi kısa vadede Değişim Listesi’nin yeniden KYB’ye katılabileceği ya da katılma olmasa bile kendisiyle hareket etmeye daha meyilli olacağı mantığından kaynaklanıyor. Değişim Listesi’nin bu tarz bir yoldan ziyade bağımsız ve güçlü bir hareket olarak varlığını devam ettirmesi ve partileşmesi KYB’nin Süleymaniye’deki etkinliğinin sorgulanmasına neden olabilecek bir süreci de başlatabilir.

Süleymaniye’de İran etkisi Erbil’e nazaran daha fazla. Yaptığımız görüşmelerde İran ile ilişkiler, sınır bölgesinde İran’ın desteklediği bazı grupların varlığı gibi konular sürekli olarak gündeme geldi. İran etkisini vurgulamak için bir yetkili “Irak’ı şu an İran yönetiyor” şeklinde bir ifade dahi kullandı. Bu ifade abartılı gözükse de İran’ın rolünün fazlalığı ve Süleymaniyeli yetkililer nezdindeki algısını göstermesi açısından önemli idi. Süleymaniye’nin İran sınırında bir şehir olması itibari ile bunu doğal bir durum olarak değerlendirmek gerekir. Türkiye ile ilişkilere de önem veren yetkililer ve halk aradaki en büyük sorunun doğal olarak PKK olduğunu vurguluyor. Ancak bu sorunun kendilerini ve hatta Irak merkezi hükümetini aştığını dile getiriyor ve sorunu çözecek adres olarak ABD’yi gösteriyorlar.

Değişim Listesi’nin seçim başarısının doğuracağı en önemli sonuçlardan biri sadece milliyetçiliğe dayalı bir söylemle halkı kazanmanın artık zorlaşacağıdır. Erbil ve Süleymaniye’de bahsettiğimiz istikrar ve gelişme olgusu halkın hizmet ve iyi yönetim beklentisini artırmış gibidir. Bu nedenle önümüzdeki dönemde merkezi hükümet ile ilişkiler, tartışmalı bölgeler, Kerkük gibi büyük sorunlarda izlenecek yolun yanı sıra hizmet odaklı bir anlayışın Bölgesel Kürt Yönetimi ve özellikle Süleymaniye siyasetinde etkili olmaya başlamasını bekleyebiliriz.

Northern Iraq Notes II: Sulaymaniyah Observations

After completing our Arbil assignment observing the elections for the Kurdish Regional Government Assembly and the presidency, the ORSAM team went to Sulaymaniyah in order to conduct field research about how different political groups perceive the election results. We present our observations concerning Sulaymaniyah in this short article as a follow-up to our observations regarding Arbil.

The trip from Arbil to Sulaymaniyah takes 2.5 hours by shared taxi. The trip should be shorter, but passing through check points all the way to the city makes it longer. Since it’s a two lane road and the terrain is flat, you drive straight most of the time. On the way to Sulaymaniyah, you pass by Kirkuk without entering it, and the northern parts of the city can be seen there. You also pass the valuable oil fields in the Baba Gurgur region where the Kirkuk Oil Refinery is located. The oil fields, shooting their flames, are one of the causes of the current problems and conflicts in Kirkuk. The large number of lorries with Turkish plates was an important point that caught our attention during the trip. The vast majority of the lorries carrying goods come from Turkey. You can also see billboards advertising Turkish companies on the roadside.

Since we’re used to the situation in Arbil, we aren’t surprised to hear people speaking Turkish. One of the passengers in the taxi is Turkmen, another is a peshmarga who worked in Turkey for years and speaks Turkish very well, and the last is a person from Sulaymaniyah who knows little Turkish. So our observations concerning Sulaymaniyah began with the people in the taxi even before we arrived in the city. People in Sulaymaniyah are extremely comfortable discussing politics and criticizing politicians. They fearlessly criticize the KDP and PUK in a manner that we didn’t see in Arbil. They repeatedly denounce official bribery and corruption. These people probably want the “Change List” to win the regional assembly elections overwhelmingly, since that movement also tends to focus on the corruption and degeneration of the KDP and PUK. The citizens say that Arbil is oppressed, but that there is freedom in Sulaymaniyah, and you can talk to anyone. This gives us clues about the situation in Sulaymaniyah, as well as the rift between Sulaymaniyah and Arbil.

The first thing we notice as we enter Sulaymaniyah are posters for the various political parties hanging all over the place. As indicated during the trip, there is a more pluralist, democratic and comfortable atmosphere in Sulaymaniyah than in Arbil. For example, the day when the unofficial election results were announced, supporters of the “Kurdistan List” and vehicle convoys supporting the “Change List” were celebrating the results all together in the city. It would appear that the clashing voices had a negative effect on the security situation in the city. Some celebrations were boisterous enough to provoke the other party, and there was a bit of tension between partisans who had yet to accept their defeat. We found out that, for this reason, they took more security precautions in Sulaymaniyah than Arbil. The multi-party atmosphere in Sulaymaniyah is also reflected in press. The proponents of every political movement have their own media outlets. From interviews with the press and TV administrators supporting both the KDP and the “Change List” we have seen that they are free to criticize the government. That’s why we can say that the press is able to work in a relatively free environment.

In our interviews with Sulaymaniyah people, we found out that there is popular dissatisfaction due to the flow of investments to Arbil. A lot new modern construction is going on in Sulaymaniyah, although more active development was observed in Arbil. The statement of a high level authority concerning development in Sulaymaniyah was striking. He said, “Sulaymaniyah’s total budget used to be about 46 million dollars, and in 2009 46 million dollars were spent just for one project.”

Despite their losses in the elections, all the PUK authorities we interviewed said that the elections were a big gain for democracy. Probably, the reason for these statements isn’t only the development of democracy. We got the impression from interviews that the Change List formed by the PUK’s veteran high level leaders may reunite with the PUK in the medium term. Even if this unison doesn’t happen, the PUK see the presence of the Change List in the parliament as an instrument of superiority before the KDP since the Change List is composed of the veteran leaders of the PUK. That situation stems from the fact that the Change List is a movement closer to the PUK rather than the KDP. The PUK authorities state that they agree with the Change List on the policy to follow in important issues and the differences are just about the method. That opinion of the KDP authorities results from the fact that the Change List will reunite with them shortly, or even if it doesn’t reunite, it will tend to act in concert with them. However, the presence of the Change List as an independent and powerful movement, and becoming a party in the future, rather than reuniting with the PUK may start the process of questioning the PUK’s efficiency in Sulaymaniyah.

Iran has more influence on Sulaymaniyah than on Arbil. In the interviews, we discussed issues such as relations with Iran and the presence of groups supported by Iran in the border region. One of the authorities even said, “Iran is ruling Iraq at the moment,” to underline Iran’s influence. Although this claim seems exaggerated, it is important for showing Iran’s important role in the region and its perception by the authorities in Sulaymaniyah. Since Sulaymaniyah is located near the Iranian border, the situation there is normal. The authorities and the people giving great importance to their relations with Turkey show that the biggest problem is the PKK. Moreover, they say that this problem is beyond them, even beyond the Iraqi central government, and that the only power that can solve the problem is the USA.

One of the most important results of the Change List’s success in the elections is that it makes it harder to gain public trust by using nationalist propaganda. The stability and development in Arbil and Sulaymaniyah seems to increase people’s expectations with respect to public service and good governance. For this reason, along with the roadmap for big problems such as the relations with the central government, controversial regions and Kirkuk, we can expect the Kurdish Regional Government to focus on service, especially when it comes to Sulaymaniyah.

Kuzey Irak Notları 1: Erbil Gözlemleri

Bölgesel Kürt Yönetimi yerel meclisi ve devlet başkanlığı için 25 Temmuz 2009 tarihinde Irak’ın Erbil, Süleymaniye ve Dohuk vilayetlerinde seçimler düzenlenmiştir. Birçok ülkenin yanı sıra Türkiye de seçimlere 15 kişilik bir gözlemci ekibi göndermiştir. ORSAM olarak bizlerin de içinde olduğu Türk gözlemci ekibi, seçim sürecinin adil ve demokratik bir ortamda geçip geçmediğini takip etmiştir. Bu görevimizin yanı sıra bulunduğumuz şehirlerin sosyal, kültürel ve ekonomik yaşamına ilişkin gözlemler yapma imkânımız da olmuştur. ORSAM olarak görev yerimiz olan Erbil’in yanı sıra seçim sonrası siyasi ortam ve sonuçların siyasal gruplar tarafından nasıl algılandığına ilişkin saha araştırması yapmak üzere Süleymaniye’de de bulunduk. Kuzey Irak Notları, birbirini takip eden yazılar şeklinde, siyasi analizlerden bağımsız olarak bu iki şehre ilişkin gözlemlerimizi içermektedir.

Erbil’de siyasi ortamın nispeten sakin ve güvenlik durumunun iyi olduğu söylenebilir. Seçim öncesi durumu 4 gün boyunca gözlemleme imkânı bulduğumuz şehirde renkli bir kampanya dönemi yaşanıyordu. Ancak çoklu bir ortamdan ziyade sadece Mesut Barzani ve “Kürdistan Listesi”nin propagandası yapılıyordu. Renkli kampanya ile kasıt her yerde parti ve lider posterlerinin asılı olması, sokaklarda kimi yerlerde toplanmış grupların şarkılı, danslı parti destek gösterileri, konvoylar halinde gezen araçlardı. Bölgede konuştuğumuz kişiler ilk kez bu denli renkli ve yoğun bir kampanya döneminin yaşandığını ifade ettiler. Bu da muhtemelen seçimlere ilk kez güçlü bir muhalefet adayı ile giriliyor olmasından kaynaklanıyordu. Kampanyalar çekincenin, tedirginliğin işareti olarak algılanıyor. Barzani’nin Erbil’de sahip olduğu etkinliğe rağmen muhalefetin varlığı KDP’yi gücünü gösterme, sokakları kontrol etme ve halkı etkileme arayışına yöneltmiş gibiydi. Seçimin sonuçları bu kaygıları doğrular nitelikte gerçekleşti. KYB’den kopan önemli isimlerin kurduğu ve partileşme sürecindeki “Değişim Listesi” Barzani-Talabani ittifakı karşısında sadece Erbil’de yüzde 20’ye yakın bir oy kazandı. Tek seslilik kampanyalardan, halkın siyasi görüşlerini ifade edebilme rahatlığına kadar her alanda kendini hissettiriyordu. Daha sonraki gözlemlerimizde bahsedeceğimiz üzere Süleymaniye’deki çok sesli ve nispeten rahat ortam Erbil’de bulunmuyor. Süleymaniye’de görüştüğümüz “Değişim Hareketi”nin üst düzey yöneticileri de Erbil’de kampanya yapmalarına fırsat verilmediğini bize ilettiler.

Erbil’in siyasi homojen yapısı güvenlik durumunu doğrudan etkilemiş durumda. Bölgenin en güvenli ve istikrarlı şehri Erbil. Kadınlar, çocuklar, gençler, aileler geç saatlere kadar sokaklarda rahatça dolaşabilmektedir. Erbil, güvenlik durumunun iyi olması ve Bölgesel Kürt Yönetimi’nin başkenti olması nedeniyle yatırımlardan en büyük payı alan şehir durumunda. Halktan öğrendiğimize göre Erbil 4 yıl öncesine göre hızlı bir gelişim göstermekte. Süleymaniye halkı da yatırımlarının çoğunluğunun Erbil’e kaydırılmasından dolayı tepki duymakta.

Şehirde üretime dayalı bir ekonomik hayat gözlenmemiştir. Devlet en büyük istihdam sağlayıcıdır ve bu nedenle halkın çoğunluğu memur pozisyonundadır. Gelirlerin büyük çoğunluğu petrole dayanmaktadır ve devletten bağımsız bir ekonomik yaşam bulunmamaktadır. Bu da Erbil’de siyasi gücü elinde bulunduran KDP’nin kaynak dağıtımı yolu ile halkın siyasal tercihlerini doğrudan etkileyebilmesine imkân tanımaktadır. Erbil’deki gezilerimiz sırasında ziyaret ettiğimiz bir meslek lisesinde 54 öğrenciye karşılık 92 eğitmenin görev yaptığı bilgisi verilmiştir. Bu da halkın siyasi tercihlerinin şekillendirilmesi için kaynakların ne kadar verimsiz olarak kullanıldığının en güzel örneklerinden biridir. Halkı kazanma dışında üretimin zayıf olması da bu tarz bir kaynak dağılımını mecbur kılmış gibi gözükmektedir.

Erbil’de son derece canlı bir ekonomik yaşam göze çarpmaktadır. Kaldığımız otelin penceresinden baktığımız zaman gözümüze ilk çarpan yapımı süren birçok inşaat olmuştur. Şehir beklentilerin üstünde bir gelişmişlik düzeyine sahiptir. Erbil; bol şeritli düzgün yolları, bulvarları ve yeşil alanları ile şehir planlama açısından iyi durumdadır. Kullanılan ve yapımı süren birçok modern alışveriş merkezinde canlı bir sosyal ve ekonomik yaşam mevcuttur. Bunun yanı sıra birçoğunu Türk firmalarının yaptığı modern rezidans ve sitelerin inşaatı da sürmektedir. Tabi bu gelişmişliği Irak’ın kendi koşulları içinde değerlendirmek gerekmektedir. Yoksa Erbil’in temizlik, düzen, altyapı, belediyecilik, gelişmişlik ve zenginlik açısından ileri seviyede olduğunu söylemek mümkün değildir. Ancak hızlı ve olumlu yönde bir değişimin varlığı da gerçektir.

Bu yeni istikrar ve gelişme olgusu halkın siyaset algısında da önemli bir değişim yaratmıştır. Artık kaybedecek çok şeyi olduğunu düşünen ve çatışmalardan bıkan halk mevcut ortamı bozacak bütün gelişmelere tepkiyle yaklaşıyor. Çatışmacı siyaset anlayışından ziyade istikrarı koruyan ve gelişimi sürdüren bir ortam arzusundalar. Ancak bu anlamda da kaygıları bulunuyor. Özellikle Araplar ile aralarındaki ayrılığın derin boyutlara ulaştığı görülmüştür. Araplara kesinlikle güvenmediğini ifade eden halk, ABD askerlerinin çekilmesi sonrasında Araplar ile iç çatışma yaşanmasından endişe duyuyor. Halktan görüştüğüz bazı kişiler Erbil plakalı bir araçla hemen yanı başlarındaki Musul şehrine gitmelerinin imkânsız olduğunu söylemiştir. Erbil şehri girişindeki kontrol noktasında da Araplar için ayrı bir arama bölgesi oluşturulmuştur. Kürtler ve diğer yabancılar nispeten basit bir aramadan geçerken diğer bölümde Araplar son derece detaylı bir aramaya maruz kaldıktan sonra Erbil şehrine girebilmektedir.

Erbil’in sosyal, kültürel ve ekonomik yaşamında Türkiye izlerine sıkça rastlamak mümkündür. Her şeyden önce sokağa, alışverişe çıktığınız zaman Türkçe konuşabilen birilerine kesinlikle rastlayabilirsiniz. Şehirde Türkmenlerin sayısı oldukça fazla ve esnafın büyük çoğunluğu Türkmenlerden oluşmakta. Bazıları çok iyi Türkçe konuşamamakla birlikte çoğunluğu bizlerle rahat bir şekilde anlaşabilmektedir. Türkçenin halen nasıl korunduğunu sorduğumuzda aile arasında tamamen Türkçe konuşulduğunu ifade etmektedirler. Ayrıca Erbil’de 5 adet Türkmen Okulu bulunuyor ve derslerin yarısı Türkçe olarak okutuluyor. Kültürel yaşama baktığınızda da Türkiye izleri her yerde karşınıza çıkıyor. Türk sanatçıların, sinemasının Erbil’de çok sevildiğine şahit oluyoruz. Şehrin ve bölgenin en popüler sanatçısı muhtemelen İbrahim Tatlıses. Zira taksilerde, restoranlarda İbrahim Tatlıses şarkılarını belki Türkiye’de olduğundan daha fazla dinleme imkânına sahipsiniz. Sokak gezilerimiz sırasında alışveriş merkezlerinden birinin dışına kurulan sineme perdesinde İbrahim Tatlıses ve Hülya Avşar’ın 1980’lerde çekilmiş eski bir filminin oynatıldığına şahit olduk. Halk bu eski filmi ilgiyle izlemekteydi. Bunun yanı sıra diğer birçok Türk sanatçının da Erbil’de yakından takip edildiğini görüyorsunuz. Arap Dünyası’nı saran Türk dizileri çılgınlığı Kuzey Irak’ı da etkisi altına almış durumda. Doğrudan Türk kanalları ya da Arap kanallarında yayınlanan Türk dizileri büyük ilgi çekiyor ve dizi oyuncuları Ortadoğu’da olduğu gibi burada da çok seviliyor. Bu arada doğrudan Türk kanallarının izleniyor olmasının bölgede Türkçenin kullanımı ve yayılması açısından önemli etkileri olduğunu belirtmek gerekir. Zira Türkçe bilen bazı kişilere nasıl konuşabildiklerini sorduğumuzda Türk kanalları aracılığı ile az da olsa Türkçe öğrendikleri yanıtını aldık. Ve belki de Türkiye’nin Erbil’deki etkinliğini en açık hissedebileceğiniz alan ekonomi. Elektronik, beyaz eşya, mobilya, tekstil gibi alanlarda faaliyet gösteren çeşitli Türk markalarının hemen her yerde bayileri bulunuyor ve girdiğiniz birçok mekânda bu ürünlerin kullanıldığını görebiliyorsunuz. Bunun yanı sıra marketlerde Türk markaları yoğun olarak satılıyor. Erbil’in ünlü Kayseri çarşına gittiğiniz zaman satılan aksesuar ve tekstil ürünlerine yakından baktığınızda çoğunluğunun Türkiye’den geldiğini anlıyorsunuz. Türk ürünleri halk arasında kalitesi ile ön plana çıkmış durumda ve Türk malı kullanmak bir itibar unsuru olarak görülüyor. Yaptığımız görüşmelerde birçok Türk inşaat şirketinin Erbil’in değişen yüzünde öncü rol oynadıkları bilgisi veriliyor ki bunu şehri gezerken tespit etmeniz de mümkün . Bölgesel Kürt Yönetimi sınırları içinde Türk firmalarının yaklaşık 4 milyar dolarlık yatırımı bulunuyor ve inşaat bu miktar içinde önemli bir orana sahip.

Erbil’deki tüm bu Türkiye izlerini bir araya getirdiğiniz zaman şöyle bir tablo ortaya çıkabiliyor: Türk firmalarının yaptığı bir alışveriş merkezindeki restoranda, çalan İbrahim Tatlıses şarkısı eşliğinde çalışana Türkçe sipariş verip Türk markası içeceğinizi yudumlarken kendinizi halen Türkiye’de zannettiğiniz anlar olabiliyor. Şehir gerçekten birçok anlamda Türkiye ile iç içe geçmiş durumda. Erbil halkının Türkiye algısında da son yıl içinde olumlu değişimler yaşandığı söyleniyor. Her şeyden önce bizler Erbil sokaklarında Türkiye’den gelen kişiler olarak son derece rahat dolaşabilme imkânına sahip olduk. Hatta çoğu zaman Türkiye’den gelmemiz ekstra ilgi ve yakınlığa da neden oldu. Ancak bu algı siyaset ve güncel gelişmelere bağlı olarak hemen değişmeye müsaittir. Edindiğimiz izlenim halkın düşüncelerinin güncel gelişmelerden doğrudan etkilendiği yönündedir. Yani Türkiye ile ilişkilerde yaşanan herhangi bir olumlu gelişme, açıklama algıyı pozitif yönde etkilerken, Kuzey Irak’a operasyon, siyasi gerginlik bakışın değişmesine neden olabilmektedir. Dolayısıyla şu anki olumlu Türkiye algısının gelişen ilişkilere bağlı dönemsel bir olgu olduğunu belirtmek gerekir. Değişen algının ötesinde Erbil halkının yaşam tarzı olarak kendine Türkiye’yi model aldığını söylemek yanlış olmayacaktır. Halktan bu yönde bir ifade duymamış olmakla birlikte görüştüğümüz birçok yetkili siyaseten ne İran ne de Suriye’nin kendileri için çıkış olmayacağını, Türkiye’nin gelişmiş ekonomisi, Batı ile sınır olması, Avrupa Birliği ile ilişkileri ve yaşam tarzı ile kendileri için tek çıkış kapısı olduğunu ifade etmiştir. Halkın da son yılların getirdiği refah ile beraber Türkiye’dekine benzer bir yaşam tarzına daha yaklaştığı söylenebilir. Modern alışveriş merkezlerindeki canlı ortam, toprak evlerden modern residans ve sitelere taşınmaya başlayan halk, yeni ve lüks arabalarla gezen insanlar bunun örnekleridir. Dolayısıyla son yıllarda Türkiye’nin Ortadoğu’da artan “yumuşak gücü”nün Erbil’de de etkisini hissettirdiğini söylemek yanlış olmayacaktır.

Sonuç olarak, Erbil’de beklentilerimiz ve algılarımızdan farklı bir gerçeklikle karşılaştığımızı söyleyebiliriz. Türkiye’nin kendi iç sorunlarını çözmesi ve PKK konusunun bir sorun olmaktan çıkması ile bölgeye çok daha geniş boyutlu bir açılım yapabilmenin altyapısının hazır olduğu görülmüştür.

Northern Iraq Notes 1: Arbil Observations

On the twenty-fifth of July 2009, elections for the Kurdish Regional Government Assembly and the presidency were held in the Iraqi provinces of Arbil, Sulaymaniyah and Dohuk. Along with many other countries, Turkey also sent a 15 person observation team to the elections.

The Turkish observation team, including Center for Middle Eastern Strategic Studies (ORSAM), observed the election process to ensure that it took place in a fair and democratic environment. Along with this mission, we had the opportunity to observe the social, cultural and economic life of the cities we visited. In addition to Arbil, which was ORSAM’s duty station, we went to Sulaymaniyah in order to conduct field research on what political groups in Iraq think of the political atmosphere after the election and the results. Northern Iraq Notes will be a series of articles free of political analysis containing our observations related to these two cities.

It can be said that the political environment in Arbil is relatively calm and that the security situation is good. For four days, we were able to observe a colorful election campaign was going on in the city in the pre-election period. However, only Masoud Barzani’s and the “Kurdistan List”s campaigning were being made rather than the multi-parties’. When I said “a colorful campaign”, I mean that posters advertising the party and its leaders were hung all over town, parties in support of certain groups in the streets, with people dancing and singing, and vehicles circulating in convoys. The inhabitants of the region that we interviewed said it was the first time they had seen such a colorful and exciting campaign. Probably, this was because in these elections, for the first time there was a strong opposition. Their campaigns were perceived as a sign of dissatisfaction and unrest. Despite the power Barzani has in Arbil, the presence of the opposition pushed the KDP to look for a way to show its power, to control the streets and to influence the public. The results of the election have validated these concerns. Founded by important figures that broke away from the PUK, the “Change List”, still in the process of becoming a party, won almost %20 of the votes in Abril alone. The mono-party dictatorship has made its weight felt in every area from the campaigns to the freedom of political opinion and expression. As we are going to see in the following observations, Sulaymaniyah’s relatively calm and various voices are not to be found in Arbil. The senior administrators of the “Change Movement” told us that there was no chance that they would be able to campaign in Arbil.

Arbil’s politically homogeneous structure directly affects its security situation. The region’s most stable and safest city is Arbil. Women, children, young people and families can walk the streets comfortably until late at night. Since Arbil is the capital of the Kurdish Regional Government and has good security, it receives the biggest share of investments. According to what we learned from the local people in Arbil, the city is developing faster today than it was four years ago. On the other hand, the people of Sulaymaniyah are angry about the investments that have largely been allocated to Arbil.

We saw no economic life based on production in the city. The state is the biggest employer, and the majority of the people are civil servants. Most income derives from oil, and economic life depends on the state. This enables the KDP, the party in power, to influence directly political choices of people by means of resource allocation. During our time in Arbil, we visited a vocational high school and learned that 92 instructors work for 54 students there. This is one of the best examples of how resources are being used inefficiently in order to shape the public’s political choices. It seems that apart from gaining the public’s trust, the lack of a production economy also requires this kind of resource allocation.

An extremely active economic life draws the attention in Arbil. When we looked out of the hotel window, the first thing we noticed was the number of ongoing construction works. The city’s level of development is better than expected. Arbil, with its proper multilane roads, boulevards and green spaces, is applying good urban planning strategies. An active social and economic life is present in the many shopping centers, both completed and as yet unfinished. In addition, there is construction of modern residences and building complexes, many of which are being done by Turkish companies. Of course, these developments should be evaluated in comparison to Iraq itself. Otherwise, it’s impossible to say that Arbil has a good sanitation, order, infrastructure, municipal work, development and prosperity. However, the presence of rapid and positive change is obvious.

This new stability and development has profoundly changed public political opinion. Since people in Arbil think that they now have a lot to lose and since they are tired of conflict, they react to every incident that challenges the status quo. They long for a stability and development, rather than political conflict. Still, they have concerns in this sense. In particular, the rift with the Arabs has grown a lot. Having no confidence in Arabs, the public is worried about the possibility of internal conflict after the U.S. troop withdrawal. Some inhabitants said that it is impossible to drive a vehicle with Arbil numbered plates to Mosul, the nearest city. A separate checkpoint for Arabs has also been built at the access control points of Arbil. While Kurds and other foreigners are subjected to a relatively simple check, Arabs are only able to enter the city of Arbil after an extremely detailed procedure.

It is possible to run across traces of Turkey in Arbil’s social, cultural and economic life. Above all, when you go shopping, you definitely run into a few people who can speak Turkish. The number of Turkmens in the city is a lot and the vast majority of the artisans are composed of Turkmens. Although some of them can’t speak Turkish very well, most of them communicated with us easily. When we asked how they manage to maintain their Turkish, they said Turkish is the only language they speak at home. Moreover, there are five Turkmen schools in Arbil, and half of the lessons are in Turkish there. As for cultural life, you see the traces of Turkey everywhere. We observed that they like Turkish artists and movies a lot. The most popular singer in the city and the region is probably Ibrahim Tatlises, since you can hear him in taxis and restaurants more than you do in Turkey. Observing street life, we saw an old movie of Ibrahim Tatlıses and Hulya Avsar playing on a motion picture screen outside of a shopping center. People were watching it with great interest. What’s more, you see that many other Turkish artists are being watched enthusiastically in Arbil. Turkish TV series are taking the Arab World by storm, and influence Northern Iraq, too. Shown in the original Turkish or on Arabic TV channels, Turkish TV series attract great attention, and the actors are greatly admired there, just like in the Middle East. By the way, we need to say that watching Turkish channels is also important for the use and spread of the language because when we asked some Turkish speakers how they could speak Turkish, we found out that they learned it via Turkish channels. The Turkish presence in Arbil is probably felt most in the economic domain. There are many retailers of various Turkish brands selling items such as electronics, household appliances, furniture and textiles, and you can see these products in use around town. Turkish brands sell like hot cakes in many stores. When you visit the famous Kayseri Bazaar and look carefully at the accessories and the textile products for sale, you immediately understand that most of them are made in Turkey. Turkish products are famous for their quality among the public, and using them is a sign of prestige. From interviews, we found out that many Turkish construction companies play a leading role in the changing face of Arbil, and this can be verified by walking around the city. Turkish companies have invested nearly four million dollars within the Kurdish Regional Government’s borders, and construction accounts for an important part of that sum.

When we put together all the traces of Turkey in Arbil, we get such a picture of the situation: You may still feel like you are in Turkey while you are sipping your Turkish brand drink, listening to a song by Ibrahim Tatlises, and ordering a meal by speaking in Turkish at a restaurant in a shopping center built by a Turkish company. Honestly, the city is a copy of Turkey in many respects. It is said that the people of Arbil’s impressions of Turkey have improved in the last years. Above all things, we people from Turkey have had the opportunity to walk around the streets of Arbil comfortably. In fact, coming from Turkey made us more interesting to people and more comfortable in the city. However, these impressions are susceptible to rapid change according to political developments and current affairs. We’ve got the impression that the opinion of the public is directly influenced by the current affairs. In other words, while any positive development in, or statement about, relations with Turkey affects the people positively, military operations in Northern Iraq and political tension do the opposite. Therefore, it is vital to state that the current positive impression of Turkey is a variable dependent on developing relations. It is correct to say that the people of Arbil take Turkey as a model country when it comes to lifestyle. Many of the authorities interviewed stated that neither Iran nor Syria could save them, but that Turkey, with its developed economy, its proximity to the Occident, its relations with the EU and lifestyle, shows the only way out of their problems. It can be said that people in Arbil have a lifestyle quite similar to that of Turkey thanks to the prosperity of the last years. The best examples are the lively atmosphere in shopping centers, people moving from mud brick houses to modern residences and apartment complexes, and people driving brand new luxury cars. Thus, we can say that the last few year’s increase in Turkey’s “soft power” over the Middle East has affected Arbil, too.

In conclusion, I must say that the reality we encountered differed from our expectations and impressions of Arbil. We see that, if Turkey works out its own problems and eliminates the PKK, it can expand even more in the region since Arbil seems ready for that.
