Israel's Rafah Operation and Turkish-Israeli Relations

Last week, after 13 Israeli troops were killed, Israel launched a large-scale operation against the Rafah refugee camp in Gaza. As a result of the operation named "Operation Rainbow" scores of Palestinians die, hundreds were injured and thousands were left homeless. Though the operation came in the wake of the killing of Israeli troops it was no secret that Israel had been planning such an operation for some time because the Rafah refugee camp is very important for Israeli security.

There are several factors behind the Israeli decision to stage a large-scale operation against the Rafah refugee camp. For a better understanding of these factors one has to look at the location of the camp in question. The camp is in the southern part of the Gaza Strip exactly on the Egyptian border. This border area has been placed under Israeli control under the Peace Agreement signed between Egypt and Israel and the 1993 Oslo Accords. Aid -in the form of arms and equipment-reach the Palestinians via the underground passages that have been built to link the border region of Egypt to the Rafah camp. The aid carried across the border through these tunnels is brought first to the Gaza Strip and, from there, to the West Bank. These tunnels are being used especially to transport the aid Iran provides through Hezbollah. In other words these tunnels constitute a threat to Israel's security. Furthermore, Israel claims that Arafat is obtaining big financial resources thanks to the supplies sent through these tunnels.

In a report they presented to the Israeli Cabinet towards mid-May 2004, that is, just before the Rafah operation, Israeli Chief of Staff Moshe Yalon and Defense Minister Mofaz said that "intense illicit trafficking" was taking place along the border tunnels and that Egypt was not doing anything to prevent the infiltration. Stressing that the weapons brought in via these tunnels were being used against Israel they said that a large-scale operation was needed in the region. We can say that in a way the report in question heralded such an operation -- though the Israeli officials had not been expected to make that move so soon.

Israel has staged the "Operation Rainbow" with the following goals in mind:

1. In the past nearly 90 tunnels had been spotted and destroyed by the Israeli officials. However, new tunnels were built in their place. Israel wanted to destroy these passages and halt the arms shipments.

2. Israel aimed to move the Palestinians living in the border region to other areas so that the region would become more easily defendable and controllable. This is why the Israeli forces have destroyed many houses in the region.

3. Israel wanted to eliminate the armed Palestinian groups that controlled the tunnels and operated in the region. In the region the Fatah movement and the Al-Aqsa Brigades affiliated with it are effective in the region rather than Hamas or Islamic Jihad. One of Israel's key targets was reportedly Mousa Arafat, head of the Palestinian military intelligence in the region.

4. Israel wanted to break down the "fighting power" of the Palestinians in the Rafah camp once and for all, preventing the reopening of the tunnels and thus rendering the Egyptian border more secure for Israel.

In the wake of the initial operation Israeli Defense Minister Mofaz announced that there is no time limit for them and that the operations would continue until the entire network of tunnels in the region would be destroyed. Reports coming from the region indicate that Israel has not attained all these goals yet. So, we can expect the operation -that has been halted for the time being-to continue in the coming days until the region is totally rid of the network of tunnels.
As in many earlier cases the operation has triggered a legitimacy crisis for Israel in the international arena. Many countries and international organizations have denounced Israel because of the operation. Even the USA that had unconditionally supported Israel's previous operations announced its disapproval this time. One of the strongest adverse reactions came from Turkey. In fact, this incident has brought up to the surface the tension that has existed between Turkey and Israel for some time. In recent months the killing of Hamas leader Sheikh Ahmad Yassin and the top Hamas official in Gaza Abdelaziz Rantissi in the course of operations staged by Israel had drawn adverse reactions from Turkey. With the latest operation Turkey's reaction became all the more strong and reached a peak when Turkey threatened that the Turkish ambassador might be summoned to Ankara from Israel. Though it was stated that the ambassador might be summoned "in order to obtain his views", that was a significant development because it showed that bilateral relations have reached such a "spot". Though the tension between the two countries came up to the surface due to the aforementioned incidents the problem stems basically from the fact that the two countries' Northern Iraq policies are quite different from one another. The Northern Iraq policy Israel has pursued especially in the aftermath of the Iraq War has upset Turkey. News reports about Israeli land purchases in Northern Iraq via "Kurdish Jews" make Turkey uneasy. The support Israel gives Kurds in Northern Iraq poses a serious problem in Turkey-Israel relations. The assassination of Hamas leaders and the Rafah operation have intensified this tension and brought it to the surface. Although bilateral relations see some serious tension these days we hope that the need the two countries feel for one another in different fields will prevent a further deepening of this tension.

Suriye’deki Terör Saldırıları Üzerine

Geçen hafta içerisinde Suriye’nin Başkenti Şam’da çok sayıda büyükelçilik ile yabancı diplomatın konutunun bulunduğu Mezze semtinde, eskiden BM tarafından kullanılan binanın yakınında bomba yüklü bir araç havaya uçurulmuştu. Olayın ardından dört saldırganla Suriye güvenlik güçleri arasında çatışma çıkmış ve iki saldırgan ölü iki saldırgan ise yaralı olarak ele geçirilmişti. Olay sonrasında Suriyeli yetkililerden, olayı üstlenen herhangi bir grup olamamakla birlikte “El Kaide” bağlantısı olduğundan şüphelenilen bir terör eylemi olduğu yönünde açıklamalar gelmiştir. Olayda ilginç noktalardan biri saldırının hedefi konumundaki BM binasının bir süredir kullanılmıyor ve dolayısıyla da boş olmasıydı. Eylemin hedefiyle beraber zamanlamasının da anlamlı olduğu söylenebilir. Olay, Suudi Arabistan’ın başkenti Riyad’da gerçekleşen intihar saldırısı ve Ürdün’ün başkenti Amman’da El Kaide’nin planladığı bir kimyasal bomba saldırısının engellendiği yönündeki haberlerden sonra gerçekleşmiştir.

Suriye uzun süreden beri özellikle ABD tarafından teröre verdiği desteği kesmesi yönünde baskı altındadır. Irak Savaşı sonrasında bu baskıyı çok daha yoğun hisseden Suriye bu baskıdan kurtulmak amacıyla sınırlı ve göstermelik adımlar da atmıştı. Ancak bu adımlar yeterli görülmemekte ve ABD önümüzdeki günler içerisinde teröre verdiği destek ve Irak’a sızan gerillaları engelleyememesi gerekçesiyle daha önce kabul edilen yaptırımları hayata geçirmeyi planlamaktadır. Dolayısıyla Suriye üzerindeki baskı gittikçe yoğunlaşmaktadır. Bu eylem de Suriye’nin teröre verdiği desteği kesmesi yönünde baskıların arttığı bir dönemde gerçekleşmiştir. ABD Dışişleri Bakanlığı’ndan yapılan açıklamalarda olayla ilgili şüpheli tarafların olduğu ve Suriyeli yetkililerce yapılan açıklamalarla kendi diplomatlarından aldıkları bilgilerin birbiriyle çeliştiği belirtilmektedir. Bu noktada belirtilmesi gereken bir diğer konu da Suriye’nin şimdiye kadar hiçbir zaman El Kaide’nin hedefleri arasında yer almamış olmasıdır. Bu da eylemle ilgili şüpheleri daha da artırmaktadır. Eylem hangi kesim/grup tarafından gerçekleştirilmiş olursa olsun, Suriye’nin bu olayın sonuçlarından faydalanacağını söyleyebiliriz. Bu olayla beraber Suriye, uluslararası kamuoyunda “teröre destek veren devlet” şeklindeki imajının tersine “terör kurbanı bir devlet” konumunda gözükmüştür. Böylece Suriye, terörü desteklemediğini hatta kendisinin de “İslami terör”ün hedefi olduğunu belirtme imkanına kavuşacaktır.

Violence may Rise in the Middle East: Killing of Hamas's Spiritual Leader Yassin

Killing of Hamas's spiritual leader Sheikh Ahmed Yassin connotes the questions as what would the Israeli administration aim through this attack and why it organized such an action, which would push it into a legitimacy crisis in the international community.

Representing the radical wing in Israel, the ruling Sharon administration's method of its fighting against the "Palestine conflict", is dominated with the idea of fathering any kind of violent action on legal grounds and responding to violence with violence. Accordingly, violence can only be halted by violence. Therefore, the recent activity against Yassin should be assessed under these operations realized in the scope of overcoming resistance. So, what kind of an affect would this operation possess in terms of overcoming this resistance or what have Israel targeted? Many interpreters defined Sheikh Yassin as the person determining the entire strategy of the organization. Hence, killing of Yassin would have a negative affect on Hamas's long-term success and activity. In addition, Israel has realized this operation knowing the possible effect to come out in the organization. We can say that through this action, Israel aimed to create a fight for power within Hamas. However, the initial developments showed that Israel failed to reach its aim for the time being and through Halit Meshal becoming Hamas leader and by the announcement of Abdel Aziz Rantisi, a hardliner who rejects all compromise with Israel, as new leader in Gaza, the possible crisis was overcome.

Besides the long-term benefits for Israel, this action also has the potential of giving birth to many problems in Israel and in the countries having close relation with her. The perception as this operation was realized under the US's cognizance and approval may leave the US face to face with paying the cost of this assassination. Shiite disturbance from Yassin's killing, especially in terms of Iraq, has the potential to increase the attacks against the US. On the other hand, the incident may urge a Sunni and al-Qaida network resistance in the country. In addition, the realization of this operation at the time of the "Greater Middle East" project and its rejection by the Arab countries would feed anti-Americanism feelings in the region. Moreover, this action will legitimize actions of Syria and Iran, who possess the anti-Americanism expression inside. In terms of al-Qaida, international activities may be realized against Jewish targets. All the countries other than the US have condemned the assassination.

Despite all the negative affects, it's possible to say that Israel will be advantageous in terms of overcoming the resistance. Even if the terrorist activities or the suicide attacks increase in Israel in short-term, Hamas, representing the radical wing in Palestinian resistance, may loose strength. In addition, the international reaction and legality crisis engenders serious results as Israel counters with such an event and gains no concrete development. The reactions against Israel will remain at the speech level. Israel continues implementing harsh politics in order to reach as solution by taking advantages from the new regional environment emerged in favour of Israel in the post-war period.

Suriye’de Kürt Ayaklanması Nasıl Ortaya Çıktı: Olasılıklar ve Gerekçeleri

Suriye, Irak Savaşı öncesinde ABD müdahalesine karşı çıkan ülkelerin başında geliyordu. Diğer birçok nedenin yanı sıra Irak’ın parçalanarak kuzeyinde bir Kürt yapılanmasının ortaya çıkma ihtimali de Suriye’nin ABD müdahalesine muhalefet etmesinin önemli nedenlerinden birini oluşturuyordu. Özellikle Beşar Esad’ın tarihi Türkiye ziyareti sırasında açıkça su yüzüne çıkan bu kaygılar “Kuzey Irak’ta bir Kürt yapılanmasının ortaya çıkmasının kırmızı çizgileri olduğunu”nun ifade edilmesiyle iyice belirginleşiyordu. Gelinen aşamada geçen günler içerisinde Suriye’nin Kamışlı ilçesinde bir futbol maçı sonrasında başlayan olayların bir Kürt ayaklanmasına dönüşmesi Suriye’nin kaygılarını haklı çıkarır niteliktedir.

Yaklaşık on sekiz milyona nüfusa sahip olan Suriye’de Kürtlerin nüfusu yaklaşık bir milyon yedi yüz bin civarındadır. Suriyeli Kürtlerin ülkedeki konumlarına bakıldığında ise bu nüfusun iki yüz bin kadarının 1963’ten bu yana vatandaşlık hakkına dahi sahip olmadığı ve ülkede yabancı konumunda bulundukları, oy verme, kamuda çalışma ve kendi işlerini kurma haklarının dahi bulunmadığı görülmektedir. Dolayısıyla Irak Savaşı öncesinde genel olarak Suriyeli Kürtlerin taleplerine bakıldığında esas önemli konunun kimliklerinin, kültürlerinin tanınması ve bazı hakların kazanılması çerçevesinde ortaya çıktığı görülüyordu. Ancak bu taleplere rağmen Suriye’de yönetimi tehdit eden ciddi bir Kürt hareketinden söz etmek de mümkün değildi. Suriye yönetimi ülkede var olan Kürt partilere, resmi olarak olmasa da, göz yummaktaydı. Suriye’de son olarak yaşanan Kürt ayaklanması ise çok daha farklı bir ortam içerisinde ve daha farklı taleplerle ortaya çıkmıştır. Irak Savaşı sonrasında Kuzey Irak’ta Kürt grupların etkinlik sağlaması ve son olarak da Irak Geçici Anayasası’nın da imzalanması sonrasında özerklik statüsünü de kazanmalarıyla beraber Suriyeli Kürtlerin de bir anlamda coşkuya kapılarak, cesaretlenerek yeni bölgesel koşullardan etkilendiklerini söyleyebiliriz. Iraklı Kürtlerin konumunun güçlenmesi Suriyeli Kürtlere de uygun bir ortam yaratmıştır. Suriyeli Kürtler arasında dışardan etkiye açık bir ortamın oluştuğu gerçektir. Ancak son olaylar sadece bu coşkunun kendiliğinden ortaya çıkan bir sonucu mı yoksa bu uygun ortamdan faydalanmak isteyen kesimlerin kışkırtmaları sonucu mu ortaya çıkmış bir gelişme olduğu en azından şimdilik bilinmemektedir.

Suriye’deki Kürt ayaklanmasını eğer dış etkiden bağımsız, mevcut koşulların bir sonucu olarak düşünürsek, Suriyeli Kürtlerin Kuzey Irak’taki gelişmelerden etkilenerek coşkularını toplu bir halde bulundukları sırada toplumsal bir harekete dönüştürdüklerini söyleyebiliriz. Ancak eğer Suriyeli Kürtler arasında ortaya çıkan etkiye açık ortamın dış etkenler tarafından kışkırtıldığını düşünecek olursak o zaman da karşımıza iki olasılık çıkmaktadır.

Kürt Ayaklanmasında K. Iraklı Kürtler ve ABD Etkisi

Eğer ayaklanmanın arkasında bir dış etki varsa bu doğrultuda akla ilk gelen olasılık Kuzey Iraklı Kürt gruplar aracılığıyla ABD olduğudur. Suriye’deki olaylar sırasında göstericilerin ABD lehinde “Bush için hayatımızı feda ederiz” şeklinde sloganlar atmaları da olaylarda ABD boyutunu gündeme getirmiştir. Olayların arkasında ABD olduğuna ilişkin iddialar özellikle üst düzey Suriyeli askerler tarafından da gündeme getirilmiştir. Eğer bu olasılık doğru ise ABD’nin, Irak’tan sonra hedef tahtasında olan ve bölgede en zayıf halka konumundaki Suriye’ye karşı harekete geçtiğini söyleyebiliriz. Olayların, ABD yönetiminin Suriye’ye yeni yaptırımlar planlandığına ilişkin haberlerin çıktığı zamanla paralel olarak ortaya çıkmış olması da bu olasılığı güçlendiren bir diğer gelişmedir. ABD dışardan uyguladığı diplomatik ve ekonomik baskının yanı sıra böyle bir girişimde bulunarak Suriye’yi istikrarının ve bütünlüğünün devamı tehdidiyle karşı karşıya bırakmayı amaçlıyor olabilir. Bu da ABD’ye Suriye’den talep edilen İsrail’in güvenliği bağlamındaki talepleri yerine getirmesi açısından bir koz sağlayacaktır. Bu şekilde Suriye’ye bir ihtar göndererek ülkenin istikrarı üzerinde etkisi olduğu mesajını vermek istemiş olabilir. Bu mesajla elde ettiği güç sayesinde de hem İsrail’e yönelik politikaları (teröre verilen destek, kitle imha silahları konusundaki çalışmaları, Lübnan’daki askeri varlığı) hem de Irak’ın istikrarı bağlamında uyguladığı ABD’yi rahatsız eden politikalarından vazgeçirmeyi amaçlıyor olabilir. Eğer gerçekten ABD etkisi var ise bunu da muhtemelen Iraklı Kürt gruplar, özellikle de Suriyeli Kürt gruplarla daha yakın ilişkisi olan Talabani, aracılığıyla gerçekleştirmiş olması muhtemeldir. Bu olasılığı destekler nitelikte Talabani’nin etkisi olduğu yönünde bazı haberler basın organlarında yer almıştır.

Olayların ABD’yle bağlantılı bir diğer boyutu da “Büyük Orta Doğu” projesiyle bağlantılıdır. “Büyük Orta Doğu” projesiyle beraber Orta Doğu’nun demokratikleştirilmesi olgusunun gündeme gelmesi bölgedeki azınlıklar açısından da yeni fırsatlar yaratmış gözükmektedir. Bu projeyle birlikte bölgede yeni azınlık hareketlerinin ortaya çıkması da beklenebilir. Kürt medyasında Suriye’deki Kürt ayaklanmasına ilişkin olarak verilen haberlerde “Orta Doğu’nun demokratikleştirilmesi Orta Doğu halklarının özgürleştirilmesidir” şeklinde yorumlarda bulunulması bu görüş doğrultusunda Kürt grupların bakışını yansıtmaktadır.

Kürt Ayaklanmasının Arkasında Suriye İstihbaratı

Çok fazla gündeme gelmemekle ve dile getirilmemekle beraber bir diğer olasılık da olayların arkasında bizzat Suriye istihbaratının olabileceğidir. Bu doğrultudaki iddialar sadece Kuzey Iraklı Kürt medyasında yer almış ve Suriye istihbaratının mevcut uygun ortamdan faydalanarak Kürtleri kışkırttığı iddia edilmiştir. İlk bakışta uzak bir ihtimal olduğu düşünülen ve neden böyle bir girişimde bulunulacağı anlaşılamasa da üzerinde düşünülünce bu olasılığın da göz ardı edilmemesi gerekliliği ortaya çıkmaktadır.

Eğer bu iddia doğru ise Suriye yönetimi kendi ülkesinde böyle bir huzursuzluğun çıkarılmasından ne gibi beklentiler içinde olabilir sorusu akla gelmektedir.

- Suriye yönetimi Kuzey Irak’taki gelişmelerden sonra ilerde çok daha etkin ve yıkıcı etkilerle ortaya çıkması muhtemel bir Kürt hareketine önceden tedbir almak amacıyla hareket henüz tam olarak tehlikeli boyutlara ulaşmadan hareketi kışkırtarak daha az tehlike boyutuna sahip olduğu bir ortamda bu hareketle mücadele etmek istemiş olabilir. Ayrıca böyle bir durum Suriye yönetimine Kürtler üzerine gitmek, ilerde güçlenme ihtimali olan hareketi bir anlamda ezmek için fırsat yaratacaktır.

- İkinci neden, bu olaylar Suriye’ye Kuzey Iraklı grupların Suriye’nin içişlerine karıştığı yönünde bir söylemle Suriyeli Kürtlerle Kuzey Iraklı Kürt gruplar arasındaki bağı koparmak için uygun bir ortam sağlayacaktır.

- Suriye özellikle Irak Savaşı sonrasında değişim yönünde ciddi bir baskı altındadır. ABD ve Avrupa Birliği’nin uyguladığı baskı yanında ülke içinde de “aydınlar” olarak adlandırılan kesimin siyasal ve ekonomik reform talepleriyle karşı karşıyadır. Rejimin ve mevcut yapının devamı açısından tehdit oluşturan reform sürecinin gündeme gelmesi Suriye yönetimini kaygılandırmaktadır. Özellikle siyasal reformdan çekinen Suriye, Kürt ayaklanmasıyla beraber gündemi reform tartışmalarından Kürt meselesine çevirmeyi amaçlamış olabilir. Ayrıca bu olayla beraber yönetim içerdeki reformcu kesimler üzerine gitmek ve taleplerini bastırmak için uygun bir ortam elde etmiştir. Çünkü ülke güvenlik ve istikrar sorunuyla karşı karşıyadır. Aynen İsrail’le halen süren sorunların iç politikada Suriye yönetimine sağladığı hareket alanı gibi bu olaylar da iç talepleri bastırma yönünde fırsat sağlayacaktır.

- Bir diğer neden, iç politikada rejimin düşünsel temellerini de oluşturan Arap milliyetçiliğini körükleme ihtiyacı olabilir. Bunun yanında olayın arkasında ABD ve İsrail olduğu yönünde bir söylemle hem meşruiyet temelini güçlendirme hem de Anti-Amerikanizm duygularını beslemeyi amaçlamış olabilir.

Bütün bu gerekçeleri düşündüğümüzde olayın arkasında Suriye istihbaratının da olabileceği olasılığı ciddi şekilde gündeme gelmektedir. Olaylardan sonra özellikle Kuzey Irak Kürt medyasında çıkan bazı haberler de bu olasılığı destekler niteliktedir. Buna göre olayların başlangıcını teşkil eden futbol maçı sırasında Suriyeli güvenlik birimleri Arap taraftarlara karşı hiçbir girişimde bulunmamış bir anlamda müsamaha göstermiştir. Bir diğer haberde yer alan iddia da bizzat Suriye istihbaratının otobüsler dolusu Baasçı Arap’ı maça yolladığı yönündedir.

Her ne kadar ayaklanmanın arkasında Suriye istihbaratı olduğu iddiasının gerçekliği zayıf olsa da, bu olasılığın tartışılması ayaklanmanın önümüzdeki dönemde doğuracağı sonuç olasılıklarının saptanması için faydalıdır. Bu iddiadan yola çıkarak yapılan, Suriye’nin Kürt hareketi üzerine gideceği ve daha rahat hareket edeceği, Kuzey Iraklı Kürtlerle bağlarını koparma açısından fırsat sağlayacağı yönündeki değerlendirmelere olanak yaratmaktadır. Olayın çıkışının arkasında kim olursa olsun, ayaklanmanın bu sonuçları doğurması muhtemeldir.

Suriye’de Bir Siyasal Reform Dilekçesi Daha...

Suriye’de, yazar, akademisyen, düşünür ve avukatlardan oluşan yaklaşık 1020 aydının imzaladığı yeni bir reform dilekçesi yayımlandı. Belgede, daha önce yayımlananlara benzer olarak (Bkz.-Orta Doğu-Suriye’de Ulusal Reform Tartışmaları-06.06.2003) 1963 yılından beri uygulanmakta olan olağanüstü hal uygulamasının kaldırılması ve tüm siyasi suçluların salıverilmesi talep edilmektedir. “Suriye Demokratik Özgürlükler ve İnsan Haklarının Savunulması Komitesi” tarafından yayımlanan dilekçeyle ülkede ayrıca kapsamlı bir siyasal reform uygulanması ve devlet güvenlik mahkemelerinin kapatılması isteği de belirtilmektedir. Kurumun başkanı olan ve aynı zamanda hareketin de öncülüğünü yürüten Aktam Naisse, yaptığı açıklamada 8 Mart’ta (Baas Partisi’nin ülkede iktidara geldiği tarih) bir oturma eylemi düzenleyeceklerini ve halktan geniş katılım beklediklerini de söylemiştir.

“Şam Baharı” olarak bilinen ve Beşar Esad’ın 2000 yılında iktidara gelişini takiben ortaya çıkan Suriye’de reform hareketi altı ay gibi kısa bir süre sonunda rejimin sert tepkisi ertesinde sona ermişti. Gerek ülke içerisinde gerekse ülke dışında çok ciddi beklentilerin oluşmasına neden olan “Şam Baharı” süreci, rejimin istikrarının tehlike altına girmesi noktasına vardığında reform hareketinin öncüsü birçok kişinin tutuklanmasına varan sert bir tepkiyle karşılaşmış ve ortadan kaldırılmıştı. Ancak Irak Savaşı ülkede reform tartışmalarının yeniden gündeme gelmesine neden olmuştur. Kaçınılmaz olarak bir değişim ve reform sürecine girmek zorunda olan Suriye de kendi kontrolü altında bir sınırlı değişim sürecine girmek istemektedir. Yönetimin bu zorunlu değişim karşısında ülkedeki reformcu kesimlere yeniden hareket alanı sağlaması ve aynı zamanda Irak Savaşı sonrası oluşan yeni bölgesel koşullardan sonra güç kazanan reformcu kesimler taleplerini yeniden yoğun bir biçimde gündeme getirmeye başlamışlardır. Reform için bir taraftan ABD’nin siyasi-askeri diğer taraftan AB’nin ekonomik-siyasi baskısı altında bulunan Suriye, önümüzdeki süreçte bir değişim içerisine girecektir. Ancak reformun daha çok ekonomik alanla sınırlı kalmasını ve buna paralel gelişmeyen ve çok daha yavaş ilerleyen bir siyasal reform sürecinin de yaşanacağını söyleyebiliriz.

Suriye Hakkında Son İddia: Irak’ın Kitle İmha Silahları Suriye’de

ABD ve İsrail tarafından zaten birçok konu ile suçlanan ve bu doğrultuda değişime gitmesi istenen Suriye hakkında ortaya atılan son iddia ise Irak’ta hâlâ bulunamayan kitle imha silahlarının hemen Irak Savaşı öncesinde Suriye’ye götürüldüğü ve halen orada saklandığı yönündedir. Bu haberlerin kaynağına baktığımızda ise esas olarak İsrail basınının bu iddiayı ciddi biçimde savunduğu ve bu anlamda da Suriye’yi “suçlu” konumuna sokmaya çalıştığı görülmektedir. Bundaki amacının da Suriye’yi gerek ABD gerekse uluslararası toplum önünde zor bir konuma sokarak bu ülke üzerindeki baskıyı artırma amacının yattığı söylenebilir. Her ne kadar ABD Dışişleri Bakanı Powell tarafından Suriye’yi bu anlamda suçlayabilecek doğrudan kanıtlarının olmadığı açıklansa da yönetimin bazı kesimleri içerisinde İsrail tarafından gündeme getirilen bu iddiaların yankı bulduğu görülmektedir. Zira ABD bu anlamda Suriye’yi suçlayan bazı açıklamalar yapmıştır. ABD’nin bu açıklamalarına yanıt ise Suriye Enformasyon Bakanı Ahmet Hassan tarafından gelmiş ve “bu iddiaların tamamen asılsız olduğu ve bunların akılları karıştırmak için ortaya atıldığı” belirtilmiştir.

Suriye tarafından “yalan” olarak adlandırılan bu iddiaların ortaya atılmasının arkasında birkaç nedenin yattığını söyleyebiliriz. Öncelikle, savaşın da nedenini oluşturan Irak’ın kitle imha silahları Irak’ta hâlâ ortaya çıkarılamadı ve ABD bu anlamda ciddi bir kamuoyu baskısı altında. ABD silahların savaştan hemen önce Suriye’ye kaçırıldığı iddiasıyla bu baskıyı biraz olsun azaltmaya çalışıyor olabilir. İkinci olasılık da Suriye üzerindeki baskıyı artırarak, İsrail’le oturulacak olası barış görüşmelerinde Suriye’nin konumunu zayıflatmayı ve İsrail’in taleplerine yakın bir çizgiye çekilmesi amacını taşıyor olabilir. Bu iddiaların kaynağının İsrail olması da bu iddiayı güçlendiren bir olasılıktır. Zayıf olmakla beraber bir diğer olasılık da, ABD içerisindeki bazı kesimlerin de savunduğu gibi, Suriye’ye ileriki dönemde bir askeri operasyon düzenleme olasılığının gündeme gelmesi durumunda bunun altyapısının şimdiden hazırlanması ve Suriye’yi bu anlamda suçlu göstermeye çalışma çabasının yattığı söylenebilir.

In the Wake of Bashar Assad’s Visit

The new regional structuring that has emerged in the aftermath of the Iraq War seems to have triggered a process that is creating a new network of relationships in the Middle East. To ensure a secure place for itself in the Middle East’s changing security system each country is questing for new ties of cooperation, new alliances. This process is making an impact on all the relationships in the region. This new order is giving Turkish-Syrian relations –in which there has been a relative improvement since 1998- a new dimension, clearing the way for a more radical rapprochement. Therefore, the foreign policy concept that has been based on a mutual threat perception for so many years seems to be on its way out in this context.

This rapprochement, which means different things to Syria and Turkey, (See: Middle East – Jan. 19, 2004 and Jan. 20, 2004) has given the two countries a chance to resolve or at least postpone the structural problems between them. In the framework of this process the two sides are refraining from putting issues such as the “Hatay Problem” and the “Water Problem” on the agenda. Obviously inspired by the answers Syrian President Bashar Assad gave to questions posed on such issues during an interview he had given members of the Turkish press prior to his recent visit to Turkey, the Syrian side is making a point of not raising such issues. On the other hand, the Syrian side has refrained from declaring clearly that they are not making any territorial claims on Hatay though many Syrian officials refer to the Syrian arguments on the Hatay issue as a “dead claim”. They hesitate to take such a step probably because this issue has been used as a tool in Syria’s domestic politics since the country gained independence and, as a result, it is still a vivid issue for the Syrian public. On the other hand, it is obvious that such issues have lost their importance for Syria now that the country is faced with new threats in the aftermath of the Iraq War. However, it is too early to say, on the basis of Syria’s current stance, that the structural problems between Turkey and Syria have been solved entirely. In the long run these problems may well be put on the agenda once again between the two countries during periods of tension.

The “grounds for cooperation” from Syria’s standpoint: Syria is aware that it has to change in accordance with the new conditions that have emerged in the region. In Syria’s threat perception Israel is the basic factor. In the new structuring that has emerged in the aftermath of the Iraq War, Israel has gained a much superior position compared to Syria’s from the standpoint of the balances of power. In the struggle waged against Israel in the region the relationships developed with Iraq and Iran had great importance. With the Iraq War, Iraq has been removed from that equation. In the face of the pressure applied by the USA, Iran, meanwhile, has taken the path of trying to develop new relationships in an effort to find a way out. In this context, it has entered into a process of rapprochement even with Egypt, a country with whom it has not even had diplomatic relations since 1979 (See: Middle East – Jan. 7, 2004). Furthermore, Iranian officials are making statements that give the “rapprochement with the USA” or “putting the bilateral relations on the right track” kind of message. Also, Libya announcing that it is terminating its mass destruction weapons research program, that it will be, in a way, permitting the country to be inspected in this respect, has been another regional development that has pushed Syria into more isolation in the region, causing it to come under intensified pressure.

In the framework of this new regional structuring, Israel has gained a much more advantageous position than Syria from the “balances of power” angle. Thanks to this position it staged an operation against targets deep in Syria in October 2003, bombing a camp situated near -to the north of- Damascus on the grounds that it belonged to Islamic Jihad (See: Middle East – Oct. 6, 2003). The Syrian reaction to that operation turned out to be highly limited. Also, last week Israel decided to open up more parts of the Golan Heights for new Jewish settlements. This too can be seen as a result of this new climate. Syria is trying to find a way out of this climate of pressure and isolation. In other words, from Syria’s standpoint this rapprochement is important –not because it reflects Syria’s concern over Iraq’s restructuring – but mainly because it is an attempt to create a new security network against the pressure being exerted by the USA and Israel and thus ensure a continuation of Syria’s existence. Syria is trying to create a new network of relationships in the framework of a new foreign policy strategy in an effort to bolster its position in the region. In this context, the visit Bashar Assad paid to Greece too was highly significant. Syria, who had relatively good relations with the European Union anyway (See: Middle East – Nov. 3, 2003), is trying to bring about a rapprochement with the West via Greece. The rapprochement achieved with Turkey provides Syria not only with an outlet but also forms a bridge that would enable Syria to establish a relationship with Israel. Syria is seeking ways of easing the US-Israeli pressure via Turkey. It is seeking ways of having contact with these countries. A high-level Israeli official describes in the following manner the climate Syria is in, concluding that Syria is, in a way, compelled to change: Syria needs peace as much as it needs air and water and, under the existing conditions, the Israeli has the upper hand entirely. The “rapprochement” is highly important in that it is an effort on the part of Syria to get out of this unfavorable situation, and to find a way out.

From Turkey’s standpoint: For Turkey the “cooperation process” means something else. Turkey attaches a different meaning to this process than does Syria. (See: Middle East – Jan. 19, 2004). The new climate that emerged in the region in the aftermath of the Iraq War causes Turkey to worry about the possibility that Iraq will be divided on the basis of ethnic differences. The possibility of a Kurdish state getting established in the northern parts of Iraq is the basic factor on the basis of which Turkey obviously shapes its regional policies and relations. On the Iraq issue Syria and Turkey has a similar standpoint when it comes to political issues and to preservation of Iraq’s territorial integrity. Although it is not as worried as Turkey, Syria, a country with a Kurdish population of some 1,700,000, is concerned about the possibility that Iraq would be split up. In fact, Bashar Assad refers to that issue as the Syrian side’s red lines. Turkey seeks a rapprochement with Syria basically because it feels the need to develop its cooperation with the regional countries on the Iraq issue and to act together with them. Furthermore, Turkey is upset by Israel’s Northern Iraq policy. Newspaper reports about Israel buying land in Northern Iraq and supporting the creation of a Kurdish state there, have caused a certain coolness between the two countries though this has hardly been expressed out in the open. That too is giving Turkey an opportunity to act with more ease when it comes to developing its cooperation with Syria.

For Turkey this rapprochement also creates an opportunity to solve the structural problems that exist between Turkey and Syria –such as the “Hatay Problem” and the “Water Problem” in its favor. Syria needs this rapprochement more acutely than does Turkey. Therefore, making use of Syria being in dire straits Turkey now has the chance to resolve these problems in Turkey’s favor. Also, the agreements signed on economic issues contained a phrase that indicates that Syria is recognizing Turkey’s existing territories. Though it is of secondary importance, the economic aspect too is one of the factors that have brought about this rapprochement. In fact, the agreements signed during Bashar Assad’s visit had an economic content. Via the agreements for creation of free trade zones and prevention of double taxation, an effort is being made to turn the Syrian border that has been an area of conflict into an area of cooperation. In this context it has been announced that preparations are under way to open a Syrian consulate in Gaziantep. Thus, efforts are being made to serve mutual economic interests by expanding the trade volume.

How far that process would go? It does not seem likely that this process will develop into an alliance between the two countries or into an axis to be formed with the participation of Iran. On the other hand, though the structural differences between the two countries reduce the chances for a long-term potential “alliance” these differences would not prevent tactical cooperation between the two countries. For the time being, the USA and Israel have a cautious approach to the Turkish-Syrian rapprochement. In fact, one could even say that they view this in a warm light, thinking that this might be a positive step that could pull Syria closer to the USA-Syria line.
